- This announcement serves as a PRE-SOLICITATION SYNOPSIS NOTICE for Request for Proposal (RFP) AFM II West Region, W58RGZ-16-R-0271. This PRE-SOLICITATION SYNOPSIS NOTICE is for information and planning purposes only and does not constitute a formal Request for Proposal. The Army Contracting Command-Redstone Arsenal (ACC-RSA) on behalf of the United States Army Aviation and Missile Command (AMCOM) Logistics Center (ALC) Aviation Field Maintenance (AFM) Program, executed by the Aviation Field Maintenance Directorate (AFMD) is hereby anticipating the release of the formal Request for Proposal on or about 19 January 2018. The AFM Program enables sustainable unit and equipment readiness by augmenting aviation field level maintenance capabilities and responding to aviation maintenance surge requirements throughout the world. This includes the Army Aviation Reset Mission and the application of aircraft modifications. The AFM Program also provides aviation maintenance pass-back support for Combat Aviation Brigades (CABs) at numerous Logistic Readiness Centers - Aviation (LRC-A) sites. The applicable North American Industry Classification System (NAICS) code for this acquisition is 488190 - Other Support Activities for Air Transportation. The Small Business Size Standard is $32.5 Million in average annual receipts. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. The process used to calculate average annual average receipts can be found in 13 CFR Section 121.104. This PRE-SOLICITATION SYNOPSIS NOTICE is not to be construed as a commitment by the Government. This is not a solicitation and does not obligate the Government to issue an RFP, nor will the Government be liable for any costs involved for submission of Information in response to this notice. The Government plans to award a hybrid "C" type contract with Firm-Fixed-Price, Time-and-Materials, Cost Plus Fixed-Fee Level of Effort, and Cost No Fee Contract Line Item Numbers that will include up to a 90-day transition-in period, a base year and seven
