- SPECIAL NOTICE: This notice is being published in accordance with Federal Acquisition Regulation (FAR) 5.2 requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole-source modification to increase scope and not a request for competitive proposals. The statutory authority for this sole-source procurement is 10 U.S.C. 2304(d)(1)(B), as implemented in FAR 6.302-1(a)(2)(iii)(A) - Only one responsible source and no other supplies or services will satisfy agency requirements. Services may be deemed to be available only from the original source in the case of a follow-on contract for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost or unacceptable delays. The National Geospatial-Intelligence Agency (NGA) requirement is to provide data center services to users from the Defense Intelligence Agency (DIA), the White House, and the Coast Guard on the Intelligence Community (IC) Desktop Environment (DTE) Phase 1 Common Operating Environment (COE) Top Secret/SCI security domain. General Dynamics Information Technology (GDIT) was awarded the ITEMS DCS Indefinite Delivery Indefinite Quantity contract on 28 August 2017 through a full and open competition with a ceiling of $663,800,000. As a result of this award, GDIT is currently providing operations and sustainment IC DTE Phase 1 data center services on 32,079 virtual servers or physical devices for NGA users. These same 32,079 virtual servers or physical devices also provide data center services to DIA, the White House, and the Coast Guard users for IC DTE Phase 1; therefore, GDIT is the only responsible source to provide these identical services to additional users. There is no feasible or economical way to technically separate a single data center service (i.e. server or physical device) to support NGA users versus DIA, the White House, and the Coast Guard users without incurring a substantial duplication of costs. A single server or physical device provides functionality to all IC DTE Phase 1 users.
