- Amendment 0001 to post Questions and Answers and change the required response date/time from 10-Jan-2018 2:00 PM to 12-Jan-2018 5:00 PM Germany Local Time. This is a presolicitation notice for the acquisition of the Behavioral Health (BH) and Traumatic Brain Injury (TBI) Health Care Provider (HCP) Full-Time Equivalent services in support of the Regional Health Command Europe and the United States Air Forces in Europe (USAFE). The contractor shall furnish supervision and labor to perform all services contemplated under this contract. The place of performance: Army: Landstuhl Regional Medical Center (LRMC), U.S. Army Medical Activity, Bavaria (MEDDAC-B) and all supported outlying U.S. Army Health Centers throughout Germany, and Vicenza, Italy. USAFE: Lakenheath Air Base, United Kingdom; Ramstein, Geilenkirchen, Spangdahlem Air Bases, Germany and Aviano Air Base, Italy Medical Treatment Facilities. The contractor shall provide the following Full-Time Equivalent (FTEs) providers: For LRMC, Germany unless otherwise noted: (1) RN Case Manager, (1) RM Educator (Vicenza, Italy), (1) Occupational Therapist, (1) Physical Therapist, (1) Neuropsychologist, (1) Child Psychiatrist-Board Certified, (1) Psychiatric Nurse Practitioner, (2) Psychiatric Nurse-Clinical, (2) Psychiatrist-Board Certified, (2) Psychologist, (1) Child Psychologist, (3) Licensed Clinical Social Worker (LCSW), (1) LCSW (Vicenza, Italy), (1) Occupational Therapist (Vicenza, Italy), (1) Physical Therapist (Vicenza, Italy). For MEDDAC-B, Germany: (2) Psychiatrist, (3) Psychologist, (6) LCSW. For Spangdahlem, Germany: (1) Early Childhood Special Educator, (1) LCSW - Special Needs, (1) Pediatric Occupational Therapist, (1) Pediatric Physical Therapist, (1) Psychologist Behavioral Health, (1) Speech/Language Pathologist. For Aviano, Italy: (1) Clinical Child Psychologist, (2) Early Childhood Special Educator, (2) Pediatric Occupational Therapist, (1) Pediatric Physical Therapist, (1) Speech/Language Pathologist. The anticipated performance period will be a twelve-month base year with four twelve-month option periods. This acquisition will be solicited as an unrestricted, full and open competition basis via release of a Request for Proposal. A source selection will be conducted using FAR Part 15.101-2, Lowest Price Technically Acceptable (LPTA) procedures. The ensuing contract will be a personal and non-personal service contract. A single Indefinite Delivery/Indefinite Quantity type contract with firm fixed price hourly rates will be awarded as a result of this solicitation. Estimated Request for Proposal Issue to be released in November 28, 2017. Estimated Proposal Closing Date will be January 10, 2018. This will be an electronic solicitation release.
