Description
Amendment Added: December 20, 2017 The purpose of this amendment is to provide information on RFI notice W31P4Q-18-R-0037 Sources Sought. a. Question: Are you planning to publish an update to this RFI to provide additional details on the acquisition schedule? Answer: No, the Government will not be updating this RFI to provide additional details on the acquisition schedule. As stated the USG is requesting information on industry's ability to provide 72 IM-SHORAD systems. The contractor should be able to deliver 12 production representative prototypes for USG Testing no later than (NLT) 3QFY19. The contractor should be able to start delivering an initial 36 systems for fielding NLT 4QFY20. The remaining 36 units should be delivered to support fielding NLT 4QFY21. b. Question: When do you anticipate releasing the RFP and how much time do you anticipate giving industry to respond to the RFP? Answer: The exact date is unknown at this time. The time to respond will be identified within the solicitation when released. c. Question: Can we provide "bid or item sample" after our response is provided to the RFP or must both be provided at the same time? Answer: The item sample will need to be provided or made available for Government observation at the same time the paper response is due. d. Question: Please confirm the definition of "basic load" with respect to Stinger and Hellfire missiles. We assume it means at least one missile ready to fire with the additional missiles carried in a ready rack configuration. Similar to the Army basic load of 5.56mm ammunition. Soldiers carry a "basic load" of 210 rounds but only 30 rounds in the weapon at one time. Answer: Missiles ready to fire in a ready rack configuration. e. Question: Please confirm the definition of "Army fielded Electronic Warfare effector designed to engage and counter UAS." We read that as Crew Duke V5? Answer: See response to question (f) in Amendment #1 to W31P4Q-18-R-0037 posted on 15 Dec 17. f. Question: Please confirm the GFE list will include both Stinger and Hellfire missiles? Answer: If the Government decides to use Stinger and Longbow Hellfire Missiles they will be provided as GFE to the selected contractor after award. g. Question: Please confirm FAAD C2 and CRAM C2 are basically the same? Answer: Yes, for this purpose they are one in the same. h. Question: Please confirm what Stinger launcher is required: SVML or SVUL? We understand there is a known path from SVML to SVUL? Answer: SVML is the current U.S. configuration. i. Question: Does the radio capability requested "Rajant or Terrestrial Transmission Line of Sight (TRILOS) radios with the Rugged Handheld Terminal Unit (RHTU)" already exist in the RV variant of Stryker? Answer: The RHTU is being fielded to the Stryker brigades. There is currently no requirement for integration of either radio on the Stryker. j. Question: Will the PM CMDS team provide the interface protocol for FAAD-C2? Answer: Yes, the Government will provide the Interface Control Document (ICD) for FAAD/C-RAM C-2. k. Question: Can we assume that FAAD-C2 will provide the "glue" that interrogates the "fielded Situational Awareness displays [Air Defense Interrogator (ADI), and Blue Force Tracker (BFT)" interoperability capability and determines friend or foe for a GEO centered target or did PM CMDS have a different approach in mind? Answer: FAAD/C-RAM C-2 is the expected C2 architecture for this system. l. Question: Can PM JAMS be involved in the assessment of RFI's for Longbow Hellfire system capabilities and execution? Answer: PM JAMS is the Primary Office of Responsibility for the Longbow Hellfire Missiles, therefore they will be involved in the assessment of RFI's. m. Question: Request a list of 30mm guns and Electronic Warfare Systems that are US Army Fielded (through Material Release). Answer: The Government will not provide a list of available 30mm guns and Electronic Warfare Systems that are US Army Fielded. The Government defined what it will consider as Army Fielded in response to questions (e) and (f) in the referenced (c) RFI amendment issued on 15 Dec 17.
