Description
EHLS PWS NOTIFICATION OF SOLE SOURCE AWARD Defense Human Resources Activity (DHRA) intends to award a contract on a sole source basis for the Defense Language and National Security Education Office (DLNSEO) English for Heritage Speakers Program (EHLS) services to the following contractor, respectively: • Center for Applied Linguistics (CAL), 4646 40th St. NW #200, Washington, DC 20016 This contract will be awarded in accordance with FAR Part 6.302-5, Authorized by Statute. The authorizing statute is the National Security Education Act of 1991 which provided that the "Secretary of Defense may enter into one or more contracts with private national organizations having an expertise in foreign languages, area studies, counter proliferation studies, and other international fields, for the awarding of scholarships, fellowships, and grants without regard to section 5 of Title 41 or any other provision of law that requires use of competitive procedures". This is a follow-on contract for the current EHLS which expires 29 August 2018. The follow-on contract will have a 12 month base period plus two 12 month option periods for a period of performance of 30 August 2018 through 29 August 2021. DLNSEO requires the personnel, management and materials necessary to: Administer, maintain, update, and implement the EHLS program. The EHLS program provides an opportunity for native speakers of critical foreign languages to develop their English language and professional skills to a level that is needed by the national security community. All EHLS participants receive a full scholarship from the National Security Education Program (NSEP) that includes tuition and a living stipend. The tasks include (1) Curriculum design for Adult English for Professional purposes, (2) open source Intelligence Community analytical tradecraft, (3) identification of and outreach to micro-language communities within the U.S., (4) Applying the Interagency Language Roundtable (ILR) federal government language proficiency scale to the curriculum, and (5) creation of a scholarship program that works with an higher educational environment that is nimble and adaptive to the constantly changing national security needs of the Federal Government. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements stated in the attached PWS may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirements. Capability statements must be received by the response date and time of this notice (see below). Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under negotiated procedures in accordance with FAR Part 12 and 15. Please see the attached PWS for a description of the requirements.
