Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with 4Wave, Inc. for the purchase of spare parts to be used with an existing 4Wave, Inc. Deposition System, for the Center for Nanoscale Technology Science and Technology (CNST). The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The existing tool if unique that it is a deposition system that can deposit very dense, pinhole free, and very smooth films at room temperature. The CNST only has one system, so to obtain these replacement parts is necessary to ensure the continued operation of this tool. The CNST mission is impacted when the tool is unavailable for use. 4Wave, Inc is the original equipment manufacturer (OEM) of the existing deposition system and has the sole responsibility of stocking the necessary tool replacement pats. They have no authorized distributors or re-sellers of these parts. Therefore, they are uniquely qualified to provide the direct, drop in replacement parts to include the following: [1] 14-cm RF Grid Assembly, Elliptical Pattern, P/N 59952 [1] 14-cm Quartz Dome Assembly, P/N 61241 [1] Hollow Cathode, P/N 56015 [1] Stage Retainer Assembly, P/N 60512 [2] Plasma Bridge Neutralizer Assembly, P/N 55776 [1] Anode Module, P/N 64093 [1] 20-cm grid assembly, P/N 56963 [1] 20-cm quartz dome assembly, P/N 57390 Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established contract lead times. The North American Industry Classification System (NAICS) code for this acquisition is 333242, and the size standard is 1500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
