- Description
- The Defense Logistics Agency, Troop Support, Philadelphia, PA Medical Directorate intends to award a Firm-Fixed Price, Sole Source contract under the authority of FAR 13.106-1(b) to GSL Solutions, INC., Vancouver, WA 98683-3841 for the procurement of a Pharmaceutical Will Call System to be delivered and installed at the Medical Treatment Facility (MTF) located at the Joint Base Charleston SC Air Force Base. Technical experts, as part of their market research, extensively evaluated five known vendors that sell will call systems. Of the five, only GSL was able to meet all of the essential requirements detailed below. Essential Characteristics : - Eliminate dispensing errors, with an invulnerable barrier of individual verifiable, tamperproof solid (non-see thru) storage units that work in a constant manner, to halt any person of issuing out the incorrect medications that are filled by the Will Call System. - Incorporate the ability to continually update and improve the physical barriers and software efficiency in real time. - Must continuously track prescription progress within the pharmacy refill station. - Always store medications in specific solid (non-see thru) container unit, individual verifiable, and tamperproof with no breaks in the system pathways. - The System must have the ability to constantly verify that no two patient's prescription are accidentally bundled together in the same individual dispensing storage unit. - Must validate the correct patient information for the appropriate individual, unique solid (non-see thru) storage unit to halt picking errors. - Must record all instances of storage unit access and user interface for tracking purposes. - Employ the use of wireless Radio Frequency Identification (RFID) for all access to the system and individual storage units. - Shall contain lockable electronic solid (non-see thru) cabinets for individual prescriptions. - System must comply with all HIPAA rules and guidance. - Shall provide real-time & immediate feedback for correct and incorrect retrieval of prescriptions. - Shall provide real-time & immediate accountability of access to the medications stored in the lockable cabinets. - Lockable solid (non-see thru) storage cabinets, multi-configurable, and be space efficient (maximize storage capacity in less space than other methods of storing prescriptions in will call). - Provide the ability to assign a wide range of system access points, to create multiple system "role/access" authorities for staff to access the system. - Shall employ RFID embedded basket that can be associated from a Pharmacist work station. - System access software requirement: for any dispensing clerk to physically enter any 2 nd patient identifier from the Military I.D. Card, for example, the date of birth. - The system shall have the ability to configure all recognized, identified high alert medications that are in an individual storage unit and "lock" the ability to open the unit to only a pharmacist for dispensing to a Patient. - Shall interface to a signature capture device at the patient pickup windows and automatically populate the storage bin system computer, without a further requirement to scan individual bottled prescription number barcode(s). - Shall immediately & automatically remove prescriptions from the system database when a prescriptions is marked non-compliant and retrieved from lockable cabinets. - Shall leverage the use of RFID to allow for multiple users to use the system simultaneously. - Shall have the ability to identify the location of any drug within the system and track accountability for access. - Shall have "built-in" redundant system software components. - The System must automatically print the FDA required medical guides when prescriptions are dispensed to patients on its own. - The System must have the ability to automatically send text messages to a patient when a prescription has been filled and is ready for pickup. Additional considerations: Source Considerations: -Power source: line operation -Voltage requirements: dual, 110V/60Hz, Biomedical Tech Considerations: -Operator Training requirements -Consumable/Spare/Repair parts inventory considerations -Regional Support and Service considerations The contract for these supplies will be placed on a sole source basis with GSL Solutions as the following circumstance in FAR 13.106-1(b) applies: only one source is capable of providing the required item that meets the essential characteristics. The estimated value is 140,000. Anticipated award date is January 25, 2018. This notice is not a request for competitive quotes; however, all responsible sources and interested parties may identify their interest and capability by submitting technical data for this requirement by the closing date and time of this announcement posting to Timothy Joyce at timothy.joyce@dla.mil. Please note telephone calls will not be honored. DLA Troop Support intends to solicit this requirement orally in accordance with FAR 13.106-1(c), thus no written solicitation will be issued.
