- The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX, intends to issue solicitation 15B11418Q00000009 for the provision of Woodworking Instructor Services. The services will be provided to individuals who are under the custody and care of the Federal Bureau of Prisons within a secure correctional environment, located at the Federal Correctional Complex, Petersburg located in Hopewell, Virginia. The contract type is an indefinite delivery/requirements contract with firm-fixed unit price. The award will be made to the responsible vendor or individual who submits the most advantageous quote to the Government based on price related factors only. The woodworking instructor will be knowledgeable of program goals, scheduling, and will work with the Supervisor of Education. The woodworking instructor will be required to coordinate all programming needs, including but not limited to developing lesson plans using the Building Trades curriculum for a diverse group of inmates. The contractor will also promote the program in the community to a diverse group of civic organizations. Once the program is fully operational, there will be approximately 15 inmate participants per year. The contractor will work closely with the Supervisor of Education and other program staff to ensure the program goals are met. The Government contemplates awarding of an indefinite-delivery, requirements-type contract with firm-fixed unit prices resulting from the future solicitation. The contract period shall consist of as estimated 12 month base period with four 12 month option periods for renewal. The contractor will normally perform these services, Monday through Wednesday, except for Federal holidays, between the hours of 6:30 a.m. and 4:00 p.m., with a 30 minute unpaid lunch period. A session is defined as one hour in length. Any evening and weekend hours required by the program will be mutually agreed upon by the Contractor and the Contracting Officer's Representative (COR). The FCC is expected to normally require 27 sessions per week; however, at no time will the number of hours performed exceed 30 hours per week. The COR will be responsible for defining the weekly schedule. These schedules are subject to change based on the needs of the institution and any changes to the schedule must be coordinated through and have the approval of the COR. The woodworking instructor will be required to coordinate all programming needs, including but not limited to developing lesson plans using the Building Trades curriculum for a diverse group of inmates. The contractor will also promote the program in the community to a diverse group of civic organizations. Once the program is fully operational, there will be approximately 15 inmate participants per year. The contractor will teach marketable skills classes to prepare students for careers in the work force. The Bureau of Prisons has a requirement to offer inmates opportunities for improvement of their education levels and workplace skills while incarcerated. The woodworking instructor must possess, a thorough combination of education and experience a comprehensive working knowledge of woodworking and cabinet making skills. The woodworking instructor should be able to communicate with diverse groups of people. The solicitation will be available on or about December 29, 2017 and will be distributed solely through the Federal Business Opportunities website at www.fedbizopps.gov. All future information concerning this acquisition, including solicitation amendments, will be distributed solely through this website. The website provides all downloading instructions to obtain a copy of the solicitation. The anticipated date for receipt of quotes is on or about January 23, 2018. Faith-Based and Community-Based organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All contractors doing business with the Federal Government are advised that this future solicitation includes the clause FAR 52.212-5 (Apr 2005) for Commercial Items and System for Award Management (SAM). This clause requires all contractors doing business with the federal government after September 30, 2003, to be registered in the SAM database at www.sam.gov. Contractors should include their Data Universal Number System (DUNS) number in their offers. The Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award by entering the potential awardees DUNS number into the SAM database. The acquisition is Total Small Business Set-Aside. The North American Industrial Classification (NAICS) code is 611519 with a small business size standard of $15 million.
