Description
The 10th Contracting Squadron, Operational Contracting Office, United States Air Force Academy (USAFA) Colorado, intends to award on a Sole Source basis for SonicNets Appliances for Bird Deterrence to Midstream Technology LLC, 309 McLaws Circle, Ste. 1, Williamsburg, VA 23185. This procurement is for the acquisition of a sole source commercial item using simplified procedures in accordance with FAR Part 13. The North American Industrial Classification System (NAICS) number is 334290 and the business size standard is 750 employees. a. There is only one reasonably available source IAW FAR 13.106-1(b)(1)(i). b. Midstream Technology has the exclusive rights to the SonicNets technology. SonicNets appliances are solely designed and manufactured by Midstream Technology, and only sold through authorized distributors. Currently, Midstream Technology is the only company selling SonicNets that is listed in SAM that can sell to the federal government. c. This request is issued for the 306th at Operations Support Squadron (OSS) at the U.S. Air Force Academy. Midstream Technology is the only known source that meets the USAFA requirements. The wildlife deterrent system must meet or exceed the following salient characteristics: - Appliances must be 38"x12"x10" - Weatherproof box - Ip67 compliant electrical connections with 3-connector plugs - 5A fast-fuse with IP67 accessible port, powered by 110V to 220V AC with switchable power supply - Able to use 24V/5A DC power option direct from solar or battery; solar power kit and batteries must be supplied with the system - System must have an external USB ip67 port - Aluminum strut mounting system that can be adapted for different brackets and bolts - Acoustic properties must include 250Hz to 15kHz frequency range. 100W, 11dBpoint maximum point source volume - Must broadcast white noise developed to deter birds and wildlife - Adaptable sound file to be updated based on specific local needs - Real Tek RTL8189ETV, IEEE 802.11 b/g/n Wifi enabled; client mesh network, separate SSID per speaker, WPA2/AES; with 50M obstructed and 100M unobstructed range This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid/quote at this time. Any offerors believing they can provide the required benign acoustic bird deterrence with all of the features and functions of the requirement described may provide evidence for consideration. Evidence must support the offeror's claim they can provide this brand name or equal requirement. All qualified sources may submit a response, which if timely received, will be considered by this agency. Information received will be considered solely for the purpose of determining whether a competitive procurement can be conducted. A determination not to compete this proposed procurement based on responses to this notice is solely within the discretion of the Government. Responses must be received no later than 12:00 pm Mountain Standard Time (MST) on 02 January 2018. Responses received after this will be considered late IAW FAR 52.212-1(f) and will not be evaluated. The Government does not intend to pay for any information provided under this announcement. Contractors must have a current registration with the System for Award Management (SAM) at https://sam.gov/. The Government intends to award a Firm Fixed Price contract processed IAW FAR 12 and 13. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
