- Background: The current USN women's body size data is from the late 80's. Since then body sizes and shapes have changed. Through focus group, surveys and fit sessions, consistent feedback and observations have confirmed the need to update the fit of women's Navy slacks, shirts and skirts. To address the fit concerns, The Navy Clothing and Textile Research Facility (NCTRF) has teamed with the US Army to review data from their 2011-2012 Anthropometric Study (ANSUR II). From 2014-2015, NCTRF has conducted a size correlation study to determine if the US Navy population's body sizes correlate with the US Army body sizes defined in the ANSUR II study. The results concluded that a correlation does exist. This allows the Navy to utilize the extensive US Army body dimension database (ANSUR II) to update the patterns and sizing to accommodate today's sailor. Moving forward, the objective is to revise the fit and design of the women's USN uniforms to accommodate today's population by incorporating the results of the USN sizing correlation study. Description: NCTRF is conducting a market survey to find an apparel industry expert to provide a holistic approach in the validation and standardization of sizing and fit for USN women's uniforms. The process shall include data collection and analysis; creation of size, fit and grade strategies; implementation and standardization of sizing; improve and optimize size system matrix; creation of technical fit mannequins; development of graded garment blocks; product development; fit testing; consumer survey creation and analysis; garment and fit marketing; professional consulting services, development and training. Candidates must take project from cradle to grave, i.e. one source or one company. Candidates: To respond to this RFI, interested candidates are REQUIRED to submit the following for their submission to enable the Government to efficiently evaluate the viability and benefit of the proposed material(s). 1. Experience/Past Performance Confidence Assessment: Information on past and present industry experiences including clients and services rendered. Submits shall contain detailed examples and exhibit accomplishments noted in NCTRF's RFI "Description." Written proposals and documentation to be submitted by interested candidates are due by COB 03 JAN 2018 at NCTRF. Information will be handled as proprietary will not be returned.
