Description
RFI HE125418RFI8000 Personnel Security Background Investigations Request for Information Procurement of Personnel Security Services for DoDEA employees and applicants The Department of Defense Education Activity ("DoDEA") requires Personnel Security Services in accordance with the OBJECTIVES section below. DoDEA is a unified schools system within the Department of Defense responsible for the education of 72,000 students in 166 schools worldwide. 110 of those schools are located OCONUS in Europe, Asia, Cuba and Guam (i.e., overseas). NAICS 561611 OBJECTIVE The Contractor shall: 1. Provide contract Personnel Security Services for background investigations at the Government Site or at the Contractors Cleared Facility on Government Furnished Equipment (GFE). 2. Provide metrics to COR weekly that reflect a by case accounting of work Performed. 3. Complete initial processing of 80 cases per week. Contractor responsibilities A Case consist of the following actions: o Data entry and information capture of biographical and biometric information for DoDEA employees and applicants o Receive, Track, and Record Notice of Incoming Personnel (NIP) actions and supporting documentation in SharePoint, Shared Drives, and/or case management systems o Review NIPs and supporting documentation and determine if all required documentation has uploaded o Reject and coordinate with HR and Field Personnel on NIPs received without proper supporting documentation o Manually upload hard copy documentation into SharePoint, Shared Drives, and/or case management systems o Manually upload NIP actions from external agencies into SharePoint, Shared Drives, and/or case management systems o Determine investigative and adjudicative requirements based on position type and sensitivity o Check security databases (JPAS, CVS, DISS, etc.) for existing investigations and/or adjudications o Determine if any existing investigations and determinations meet position requirements o Call OPM to determine if child care checks have been completed o Provide case to security specialist for reciprocity determinations o Login to OPM e-QIP Portal and initiate e-QIP requests o Send notifications to applicants and employees o E-QIP Help Desk Support - work with applicants and employees to troubleshoot and resolve e-QIP issues o Conduct status checks of e-QIP to determine if forms have been completed o Review all security forms for completeness and reject incomplete forms o Notify Security Specialist when forms have been completed and awaiting approval and release to OPM o Continuously update case management systems of completed actions and status changes o Track and Record FBI Fingerprint check results o Track and Record Child Care checks o Track and Record Local Records checks o Track and Record background investigation and reinvestigation information in JPAS, DISS, and CVS o Notify security specialist when all forms and checks have been completed and the case ready for transmission to OPM and an Interim determination. Requirements details: 1. Estimated performance start date is February 2018 2. New requirement. No incumbents 3. Set-aside undetermined at this time Feedback request 1. Price: Vendors are asked to review the RFI and provide a Cost Estimate which outlines the cost of these services performed On-Site and Off-Site (FCL Secret w/GFE). The services will be needed for a year at a time. Please provide annual cost. Feel free to provide your rates either by month or case, etc... Please also outline how many individuals will be provided to perform 80 cases per week for a year. 2. Capabilities statement: All vendors responding to this RFI shall provide a capabilities statement which outlines the vendor's ability to meet the requirement. 3. Feedback/Suggestions: Vendors are encouraged to provide any feedback and propose suggestions regarding the requirement. All inquiries regarding this RFI are due to the Government by 1200 (Noon EST) January 10th 2018. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, DODEA is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Submissions will not be returned. Failure to respond to this RFI does not preclude participation in any future RFP, if any is issued. If an RFP is issued, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The information provided in this RFI is subject to change and is not binding on the Government. It is the responsibility of potential offerors to monitor these sites for additional information pertaining to this effort.
