- NOTICE DETAILS Solicitation #: W91CRB-18-R-0018 Procurement Type: Request for Information and to conduct Market Research Date Posted: December 21, 2017 Title: Tactical Communications and Protective System (TCAPS) Generation 2 Description: This is a Request for Information (RFI) / Sources Sought notice in regards to the Tactical Communications and Protective System (TCAPS) Generation 2. This is NOT a Request for Proposal and no award will be made as a result of this request. This notice serves as market research in accordance with FAR Part 10. All interested companies are encouraged to respond to this notice. The Government will not pay for information and materials received in response to this notice and is not obligated by the information received. This RFI/Sources Sought announcement is to conduct state-of-the-art market research for commercial solutions. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) is issuing this RFI on behalf of PM Soldier Warrior (PM SWAR) as market research to determine potential sources of a Tactical Communications and Protective System (TCAPS) Generation 2 solution that interfaces with specified Soldier-Worn Army Tactical Radios. PM Soldier Warrior is looking for a TCAPS Generation 2 solution that shall: • Be a Commercial-Off-The-Shelf (COTS) item with a Technical Readiness Level of eight (8) or higher. • Provide hearing protection from steady-state noise (e.g., interior and exterior vehicle noise) greater than 85 dB A-weighted, and impulse noise (e.g., low-caliber gunfire) greater than 140 dB Peak. • Provide a user-controllable/selectable hearing enhancement capability that increases and decreases the ambient audio environment, allowing enhanced sound localization and face-to-face voice communications, while maintaining hearing protection. • Provide a hardware interface to specified Soldier-Worn Army Tactical Radios to enable the conduct of voice communications while wearing the TCAPS Generation 2 device. • Be in conformance with the Buy American Act (BAA). The attached TCAPS Generation 2 performance document will serve as the requirements document and the Government's framework for verification testing of candidate systems. Based on the results of this RFI, a future solicitation requirement may be forthcoming. SUBMISSION INSTRUCTIONS: Interested companies shall review the information above and the additional documentation / performance sheet before submitting their response. Companies shall be responsible for all costs associated with preparing a response to this RFI. Please include the following information in your response: A. A written response (PDF or WORD document) that does not exceed twenty-four (24) pages, Times New Roman, 12 font, Single- space, 1 inch margins. B. Company Name, Street Address, and Points of Contact to include name; e-mail, and telephone number. Please include, if available, your CAGE code and NAICS code(s) as well as any GSA Contract(s) the company currently holds for the candidate TCAPS Generation 2 Item. C. Capability Statement to include; Specific information on company capability to produce a system that can meet the requirements identified above and the performance document. Companies who desire to participate in this market survey are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, and capabilities to satisfy (through development or existing technology) one or more of the performance and technical objectives described above. Companies should also provide a ROM (rough order of magnitude) price and the anticipated production lead time for Production Test Samples (e.g., quantity of 50-90) and high volume output (e.g., quantity of 500 per month). D. Company shall identify their business size: Large, Small, or any other small/socio-economic type business. E. Discuss whether their TCAPS Generation 2 product is considered commercial in accordance with the "commercial item" definition found in Federal Acquisition Regulation (FAR) part 2.101. Company shall provide an additional statement advising the Government, if their product is available commercially, available to the general public, and/or available to non-Governmental agencies.
