- CSI Bid Sheet Attachment 2 - Past Performance Questionnaire (PPQ) Attachment 1 - GACA GSA Affiliated Customer Acct SF 24 - Bid Bond GSA 527 Wage Rates Reps & Certs The Agreement The Solicitation SF 1442 Design Bid Build Construction Services Contract for the CAPITAL SECURITY PROJECT (CSP) & US MILITARY ENTRANCE PROCESSING STATION (MEPS) RELOCATION PROJECT, RALEIGH, NORTH CAROLINA Solicitation No.: 47PE0318R0001 This project consists of the repair and alteration of the FB/CH to achieve two primary construction areas which are the Capital Security Project (CSP) and Military Entrance Processing Station (MEPS) Relocation. These consist of the following: Capital Security Project (CSP) Overview (BASE BID): Build enclosed judges’ parking area within existing vacant warehouse space, construct new elevator tower exterior of the existing 8-story courthouse tower removing storefront and two sections of precast spandrel panel on all floors from 3rd floor up to the parapet. Connect new elevators with existing building corridors. On tower 1st floor construct Clerk of Court File Room in vacant space off the existing elevator lobby. Upon completion of this new file room start 4-phase renovation on 6th floor for US Probation space. At northeast corner of the site build a free-standing 3,500 SF CSP Entrance Pavilion in an existing courtyard. The CSP Entrance Pavilion houses dual security stations for parallel screening of visitors by Court Security Officers (CSO) and Federal Protective Services (FPS). CSOs will screen visitors entering the tower housing the Courts and other tenants via the first floor connector. FPS will screen visitors entering the warehouse via the second floor connector. The first warehouse tenant will be MEPS but new connecting corridors and vertical circulation being built concurrently with the CSP Entrance Pavilion within the warehouse open a secure route to roughly 35,000 sf of vacant warehouse floor space that can then be rented upon completion of the work. Military Entrance Processing Station (MEPS) Relocation Project Overview (OPTION ONE): The Raleigh Military Entrance Processing Station (MEPS) processes applicants entering all branches of the military. The current MEPS location in Raleigh is being relocated to 24,500 SF on the mezzanine level of the warehouse. This tenant area is formed from 12,000 SF of existing mezzanine floor structure and 12,500 sf of new adjoining floor structure. The MEPS space is accessed by the public via the CSP Entrance Pavilion. The MEPS is an additive option due to its funding being provided by MEPS. Probation Suite Wetrooms and Additional Rooms (OPTION TWO): The two restrooms and the break room on the 6th floor Probation suite are to be an additive option due to its funding being provided by the Courts. The General Services Administration (GSA) intends to award a Design­Bid-Build (DBB) Contract for the CAPITAL SECURITY PROJECT (CSP) & US MILITARY ENTRANCE PROCESSING STATION (MEPS) RELOCATION PROJECT, RALEIGH, NORTH CAROLINA This project will utilize the Design-Bid­Build (DBB) delivery method, with the DB contract procured by competitive negotiation using a single phase DB selection procedure.. No stipend is allocated for this project and will not be considered. At the conclusion of this process, GSA intends to award a contract to a single Offeror for all all construction services. This procurement is a full and open procurement which will be open to both large and small business firms. The firm (if not a small business concern) shall be required to present an acceptable small business subcontracting plan in accordance with FAR 19.7, as part of its proposal. As a combined synopsis, the solicitation is released along with this announcement.
