Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a six (6) month contract on a sole-source basis to perform software development, testing, and integration of the Geospatial Weather Services (GWX) Environmental Data Cube Support System (EDCSS) into ERDC's Map Based Planning Services (MBPS). End user testing of the EDCSS within MBPS is scheduled to occur before the end of fiscal year 2018, which means that the work under this contract effort must be completed a month or two prior. The proposed contract will be awarded sole source to Atmospheric and Environmental Research, Inc. (AER) of Lexington, MA, under the authority of FAR 13.106-1(b)(2). AER has been determined to be the only organization with the expertise and capability to timely and cost effectively complete the desired scope due to their intricate knowledge and experience as the developer of the EDCSS. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Please provide email responses to this notice NLT 5:00 PM EST, 2 January 2018 to: andrea.j.thomas@usace.army.mil Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the modification based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to compete the scope of this requirement. In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete FAR and DFARS representations and certifications.
