- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT under authority of 41 U.S.C. 1901 and 3304, FAR 6.302-1, 13.106-1(b), and 13.501(a)(1)(ii), only one responsible source and no other supplies or services will satisfy the agency requirements. The Agency intends to award a sole source contract to Cerulli Associates, 699 Boylston Street Boston, MA 02116, to procure services in support of the Federal Retirement Thrift Investment Board (FRTIB). This action will result in a Firm Fixed Price contract with a period of performance of 12 months. The total contract cost is not to exceed $70,000.00. The procurement will be classified under North American Industry Classification System (NAICS) 541611. Cerulli Associates specializes in worldwide asset management and distribution analytics and guidance which include virtually all of the top 50 global asset management firms, as well as banks, broker/dealers, insurance companies, consulting firms, and private equity firms. Cerulli is the only source capable of providing this highly specialized and unique level of quality and service in a subscription. The Lodestar Software system which Cerulli developed and owns is unique and offers dynamic charts and visual displays that quickly allows users to answer important questions by interacting with custom filters. It provides unparalleled access to data that goes far beyond what's available in Cerulli publications. The tool is created by Cerulli and is the same tool that Cerulli analysts use to create charts and data for Cerulli publications. The Cerulli publication provides important analysis on the defined contribution marketplace. It gives the Agency a view into how its benefits, services and participant behaviors compare to other DC plans; provides information on market trends and basic market projections. It is the only comprehensive research of this nature The Agency uses to benchmark the TSP against a broader market; maintain a current view of the issues, trends and activities taking place in the DC market. The Agency utilizes this information to determine the strategic goals and business intelligence needs for the Agency. Furthermore, access to Cerulli's Lodestar system will enable the Agency to incorporate large amounts of data into its own models. Lodestar allows users to download current and historical data on retirement plan characteristics such as participant counts, plan features, and asset allocations. By bringing this data into our models, the Agency will be able to continuously measure itself against the rest of the industry and take any necessary steps to ensure that it maintains its competitive advantage. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by 1:00PM EST on December 22, 2017 will be considered by the Government. This notice is not a request for competitive proposals/quotes. All information submitted should support the offeror's capability to perform the requirement and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services.
