- HS VIRTUAL VIDEO VISITS (V3) THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT NOTICE DOES NOT COMMIT THE GOVERNMENT TO ANY INCURRED COSTS IN PREPARATION OF ANY SUBMISSION TO THIS NOTICE, OR TO CONTRACT FOR SERVICES. PURPOSE This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will not be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Firms are strongly encouraged to provide comments, questions, and suggestions relative to the project scope, methodologies and technologies, and approach. Any input that businesses or interested parties would like to provide will be reviewed and considered. INFORMATION CONTAINED IN THIS DOCUMENT The Bureau of Medicine and Surgery (BUMED) has a requirement for a contractor to provide a platform for the delivery of health care via real-time, MHS Virtual Video Visits (V3) to eligible TRICARE beneficiaries. This initiative will support Navy, Army, Air Force, and the Defense Health Agency. V3 includes the utilization of two-way interactive audio and video involving a health provider and a patient in a secure location for primary and specialty care. The goal of utilizing V3 is to provide care to patients in the manner they prefer, that meets or exceeds standards of care, expands access to care, and improves patient and provider satisfaction. Please provide information on the V3 to include both past performance and capability to meet the following. Solution Capabilities: • Provide the ability to communicate bi-directionally through audio and video from multiple locations o Provide information on the capability to add multiple participants to the Virtual Video Visit • Provide the ability to communicate via mobile devices o Describe the capability to import text, images, audio, or video files • Describe the capability to generate reports (e.g., quality, use, performance) • Describe the capability to have scheduled/patient-focused, on-demand/consumer-focused, and specialty consultations o Describe the capability to offer patients, staff, and medical assistants the ability to schedule and manage appointments Data Storage: • Describe the capability for safeguarding Protected Health Information (PHI) / Personally Identifiable Information (PII) data • Describe the capability to obtain and store patient consent data • Describe the capability, to export to or interface, with an electronic health record system Scalability: • Describe the capability to provide, maintain, and support an enterprise • Describe the capability to support simultaneous users in multiple locations Pricing: • Describe the licensing and pricing structure that would be best suited for the capability and maintenance support • Describe the pricing method for training offerings Implementation: • Describe the implementation approach including key activities, timelines, dependencies, and resources Patient safety: • Describe the capability to address patient safety Training: • Describe the training methods (e.g., on site, self-paced online, live webinars) SUBMISSION INFORMATION Respondents are requested to submit responses as follows, 8 pages total for Part 1, and 1 additional page total for Parts 2 - 4. 1. Responses shall limited to 8 total pages, to be organized in the above outline to address Solution Capabilities, Data Storage, Scalability, Pricing, Implementation, Patient Safety, and Training, covering each of the elements identified, in two parts: a. Past Performance; limited to 3 pages maximum, and b. Capabilities; limited to 5 pages maximum 2.
