- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: J066 - Maintenance Instruments and Laboratory Equipment SUBJECT: Maintenance of a AB Sciex NanoLC-Ultra System Mass Spectrometer SOLICITATION NUMBER: NB645040-18-00795 RESPONSE DATE: 1/2/2018 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with AB Sciex, located in Redwood City, California to maintain a NanoLC-Ultra System Mass Spectrometer. The National Institute of Standards and Technology (NIST), Material Measurement Laboratory (MML), Biomolecular Measurement Division (BMD) in Gaithersburg, Maryland is responsible for the development of peptide tandem mass spectral libraries. These libraries are constructed by searching hundreds of millions of mass spectra against theoretical fragmentation patterns derived from protein sequences. The theoretical matches are then refined to produce ‘high-quality' reference spectra for on-line distribution. The Contractor shall provide all support for equipment, administration, and technical execution of this contract. The Contractor is responsible for maintaining accurate records of the maintenance activities. The maintenance shall include service and repair of all mechanical and electrical parts, accessories and software systems. Hardware and software upgrades may be required. The maintenance repairs shall be performed by technicians certified and authorized by the Contractor. The Contractor shall provide an Assurance Plan (1PM) for a NanoLC-Ultra System (Serial #: 10-01-15-183), for 1 base year and 1 option year. The service protocols, and instrument specifications shall be adhered to at all times. Sole Source justification is based on the following: In order to provide the required maintenance services, the contractor must be trained in performing repair/ maintenance services, as well as have access to AB Sciex parts and software/ firmware updates. The manufacturer, AB Sciex has provided a letter to NIST stating that only AB Sciex is authorized to install, service, or maintain AB Sciex instruments due to the proprietary nature of these resources. The resulting order will be a Firm-Fixed Price purchase order. NAICS code for this requirement will be 811219 - Other Electronic and Precision Repair and Maintenance with a small business size of 20.5M No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 1/2/2018 will be considered by the Government.
