- Description
- The Office of Naval Research (ONR) intends to issue a Firm Fixed Price contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 19 January 2018 to Business-Higher Education Forum located at 2025 M. Street NW, Suite 800, Washington DC 20036-2422 as they are the only responsible source that enables ONR to participate in the Business-Higher Education Forum. The period of performance will include a twelve (12) month base period and four (4) twelve (12) month option periods. The performance period shall not exceed sixty (60) months. BHEF is a member organization of academic and corporate chief executives that bridges the gap between the corporation and the campus while preserving the unique, traditional role of each sector. The goals of the group are to increase communication among the sectors, to analyze issues of mutual concern, and to deliberate on courses of action that will effect change on these topics. To carry out their goals, the Forum holds semiannual meetings, convenes occasional roundtable discussions, publishes policy reports, and manages projects that mobilize the resources of its members. Outside experts and observers are invited to attend meetings, but discussions center on face-to-face exchanges among Forum members. The Forum is selective in identifying issues for debate and action. Issues must be important to the sectors and must be operational through a series of pragmatic public and private initiatives. The major initiatives of the Forum are diversity in the classroom and workplace, university-industry research collaboration, K-16 education reform including transforming teaching, spanning the chasm, and tomorrow's high performance worker. The North American Industry Classification System (NAICS) code and Size Standard for this requirement is 813910 with the size standard of $7.5M. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and summary of technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. Any responses to this notice must clearly show how competition would be advantageous to the Government. A determination not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
