- W912ES-18-T-0001-0003 Conform - Solicitation The U.S. Army Corps of Engineers - St. Paul District is seeking a contractor to move from storage and install a courtesy dock and four buoys in spring, and remove the dock and buoys from service and into on-site storage in fall, at Blackhawk Park, near De Soto, Wisconsin. In spring (usually early May) the contractor will move the components to the launch, drive the spud poles vertically into the river bottom (to a depth of at least 10'), install the dock and gangway, and set the four "No Wake" buoys at predetermined locations. The contractor will remove a dock, gangway, spud poles, and four (4) buoys from service, and move the pieces to on-site storage in fall (usually early November). Removal/Installation shall include any welding or straightening of the spud poles necessary. Any replacement parts or hardware required will be supplied by the Government. The spud poles are 6" in diameter. The dock is 30' x 7', and the gangway is 40' x 4'. The contracor will be notified by the Corps Ranger when water levels and conditions are right for removal and install. The contractor will have two weeks after notification to complete the work. This solicitation will result in the award of one (1) Firm-Fixed price service contract for one year, with Options (unilaterally exercisable by the Government) for four additional years. The North American Industry Classification System (NAICS) code for this project is 238990, All Other Specialty Trade Contractors, with a size standard of $15 million. This procurement is a 100% Small Business Set-Aside. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management (SAM). All Offerors must be fully registered in SAM, including a current FAR & DFARS Representations & Certifications (Reps & Certs) report on profile, prior to receiving an award.
