Draft SOW Sources Sought Notice Action Code: S Classification Code: D302, Automatic Data Processing Systems Development Solicitation: 693JJRQ18000064 Agency/Office: National Highway Traffic Safety Administration (NHTSA) Location: National Highway Traffic Safety Administration HQ NAICS Code: 541512, Computer Systems Design Services, $27.5 M. Point of Contract: Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: NHTSA Traffic Records Improvement Program Reporting System (TRIPRS) - Operations and Maintenance Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to provide technical and analytical support for the Non-Traffic Surveillance System, produce a data set and analytical tables, and finally document all processes. NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA 70 IT Schedule holding contractors listed under SIN 132 51, Information Technology Professional Services and/or C1 FA2, Computer Systems Design Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may; however later on issue a Request for Proposals (RFP). However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The NHTSA Office of the Chief Information Officer (OCIO) operates and maintains a set of virtualized Windows servers that host various Traffic Records data systems. Currently there are three pairs of servers that are supporting the TRIPRS application. Each pair is a combination of a database/application server and a web server. One pair is for disaster recovery, one pair is for development and testing, and one pair is the production system host. Each pair utilizes the latest version of Oracle Enterprise database (12c), Oracle Application Express (5.1), Oracle ORDS (3.0), Oracle Business Intelligence (BI) Publisher (12), Oracle Web Logic (10.3.6) (Web Application Server), and Oracle Web Logic (12) (BI Publisher Hosting Server). The primary focus of NHTSA's NDR&TR support for States centers on six traffic records data systems (Crash, Driver, Vehicle, Roadway, Citation/Adjudication, EMS/ISS), which can indicate significant advances in the States' Traffic Safety Information Systems. To allow NHTSA to observe the advances in the States' technology and practices and to collect and organize the data collected during programs, NHTSA commissioned the development of the Traffic Records Improvement Program Reporting System (TRIPRS) in 2010. TRIPRS currently houses State documents and information collected in the normal operations of the State Traffic Records Assessment Program (STRAP), the Crash Data Improvement Program (CDIP), and the Model Minimum Uniform Crash Criteria (MMUCC) Mapping program system modules. TRIPRS will also house the Pedestrian-Bicyclist Safety Assessment module currently under development and projected to be complete by FY19. The work performed through this contract will be coordinated with the Traffic Records (TR) Project Manager, TR Contracting Officer Representative (COR), the NHTSA OCIO, the TRIPRS help desk, and other contractor staff. Work under this contract will provide NHTSA with TRIPRS application and Oracle software support as described below. (The user support -- help desk and training -- of TRIPRS will be the responsibility of another provider.) OBJECTIVE: The Contractor shall be responsible to provide technical and analytical support for the Non-Traffic Surveillance System, produce a data set and analytical tables, and finally document all processes; the principle purpose is to: • Manage the Oracle software and the configuration of these products; • Maintain the TRIPRS application including all existing and future modules connected to it (See Figure 1 and Figure 2); • Develop future modules that will integrate with TRIPRS; • Maintain all system documentation as described below; and • Ensure that the TRIPRS application and all system modules connected (STRAP, CDIP, MMUCC, etc.) and Oracle environment are maintained in accordance with NHTSA and DOT OCIO policies and procedures. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Contractor shall provide technical and operational support on an ongoing basis to develop products and services outlined in the task order that meet the requirements of NHTSA. GENERAL REQUIREMENTS NHTSA needs technical assistance by a contractor with appropriately trained staff who will be responsible for development, installation, configuration, and maintenance of the TRIPRS application (and all system modules connected to it) and the Oracle software environment that in turn host the TRIPRS system. SPECIFIC REQUIREMENTS At a minimum, the Contractor shall support the following goals: C.3.2 Base Level of Effort Requirement •· Database Manipulation and Query Techniques •· Database Operations in Support of Data Processing and Documentation •· Report Planning, Preparation. and Dissemination •· Technical Writing •· Word Processing For the purposes of all objectives, the support staff shall be qualified in the following software areas as listed below, but not limited to: Internet Explorer MS-Excel MS-Word Windows WinZip Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
