Point of Contract: Vincent Lynch, Contracting Officer, ph (202) 366-9568 Title: Revise National EMS Education Standards Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to provide meeting facilitation, subject matter expertise, communications, technical writing, and support to engage all appropriate Emergency Medical Services stakeholders in a project to revise the 2009 National EMS Education Standards and Instructional Guidelines. NHTSA welcomes all qualified, certified Small Business concerns with the appropriate NAICS Code and relevant, past experience with writing National EMS Education Standards to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below. In addition to soliciting on the open market, the government may decide to later limit its competition to those qualified GSA MOBIS Schedule holding contractors listed under SIN 874-1, Integrated Consulting Services and/or 874-7, Integrated Business Program Support Services. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made and no formal evaluation of the information received will be conducted by NHTSA. NHTSA may decide to issue a Request for Proposals (RFP) in the future for this project. However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration's (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA's Office of Emergency Medical Services' (OEMS) mission is to reduce death and disability by providing leadership and coordination to the Emergency Medical Services (EMS) community in assessing, planning, developing, and promoting comprehensive, evidence-based emergency medical services systems. A key component to this mission is EMS education. NHTSA's OEMS is dedicated to promoting a sufficient, stable, and well-trained EMS workforce and enhancing the health and safety of all EMS personnel. To this end, OEMS supports workforce research and develops resources designed specifically for EMS providers and personnel. In 2000, NHTSA released the National EMS Education Agenda for the Future: A Systems Approach (Education Agenda). The Education Agenda lays out a vision for helping the EMS education system align with other health professions and enhances the professional credibility of EMS practitioners. It defines an EMS education system that is national in scope while being responsive to local needs - fostering consistency of provider levels across political jurisdictions. The Education Agenda includes five major components: National EMS Core Content (published in 2005); National EMS Scope of Practice Model (published in 2007 and currently being revised); National EMS Education Standards (published in 2009); National EMS Education Program Accreditation; and, National EMS Certification. The 2009 National EMS Education Standards (Standards), produced via Cooperative Agreement between NHTSA and the National Association of EMS Educators (NAEMSE), followed a consensus based process and created Standards and Instructional Guidelines (IG) for the four, formal levels of EMS personnel - Emergency Medical Responder (EMR), Emergency Medical Technician (EMT), Advanced EMT (AEMT) and Paramedic. The Standards and IGs included entry-level skills and knowledge. Today, the Standards are still being used by EMS education institutions and the textbook publishers. With the revision of the Scope Model due to be completed by September 2018, it'll be an opportune time for NHTSA to immediately kick-off the revision of the Standards which are based on the Scope Model. NHTSA wants to have this project awarded and ready to begin by the end of August to allow some overlap between the Scope Model revision and this effort. OBJECTIVE: The Contractor shall be responsible take the results of the 2018 Scope Model and incorporate the changes into the Standards (https://www.ems.gov/pdf/education/EMS-Education-for-the-Future-A-Systems-Approach/National_EMS_Education_Standards.pdf) and possibly the IG for all levels of EMS personnel. The current IGs are: EMR - https://www.ems.gov/pdf/education/National-EMS-Education-Standards-and-Instructional-Guidelines/EMR_Instructional_Guidelines.pdf EMT - https://www.ems.gov/pdf/education/National-EMS-Education-Standards-and-Instructional-Guidelines/EMT_Instructional_Guidelines.pdf AEMT - https://www.ems.gov/pdf/education/National-EMS-Education-Standards-and-Instructional-Guidelines/ADV_EMT_Instructional_Guidelines.pdf Paramedic - https://www.ems.gov/pdf/education/National-EMS-Education-Standards-and-Instructional-Guidelines/Paramedic_Instructional_Guidelines.pdf NHTSA will enter into a contract with an EMS organization that represents EMS education subject matter experts (educators, program directors and others) with successful experience developing national emergency medical services education standards and guidelines. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below: The Contractor shall provide technical and operational support on an ongoing basis to develop products and services outlined in the task order that meet the requirements of the NHTSA Office of EMS and all applicable industry standards. EMS practitioners and their medical directors want to give their patients the best possible care. To do this, they need to keep up to date with the evolving body of scientific research and combine this scientific knowledge with their own clinical experience and each individual patient's circumstances and preferences. The Contractor shall utilize their own experience and that of EMS education subject matter experts to create a draft document for broad community review and comment that will eventually lead to the final document. C.5 SPECIFIC REQUIREMENTS The Contractor shall provide meeting facilitation, subject matter expertise, communications, technical writing, and overall project support and management to engage all appropriate Emergency Medical Services stakeholders in a project to revise the 2009 National EMS Education Standards and Instructional Guidelines. The following list of Milestones and Deliverables shall be provided: •1. Start-up meeting between contractor and NHTSA •2. Final workplan agreed to by Contractor and NHTSA •3. Milestones and deliverables for the contract •4. Recruitment plan for project subject matter experts •5. Meeting (face-to-face and phone calls) schedule •6. Drafts and NHTSA approval •7. National engagement and review plan •8. Face-to-face meetings of the subject matter experts to develop drafts and the final product •9. Final, revised National EMS Education Standards and possibly Instructional Guidelines if requested by the national EMS community Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
