- PRODUCT DESCRIPTION This Request for Information (RFI) is for planning purposes only and is not a Request for Proposal (RFP), Invitation for Bid (IFB), or an obligation on the part of the Government to acquire any products or services. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this RFI should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The information provided in this RFI is subject to change and is not binding on the Government. The purpose of this request is to obtain information on potential sources who can provide 2017 Compensation Reports to enable and facilitate the DCAA audit of contractor proposed and claimed compensation costs; as described in the "Purchase Description" attached to this posting. One of the most important audit steps in Incurred Cost Audits is the determination of the appropriate salary and wage survey data used to benchmark contractor compensation levels in order to determine reasonableness. Absent an appropriate survey used by the contractor, auditors require a readily available source of survey data. DCAA has updated the Audit Programs for Forward Pricing and Proposal Audits, and both include a revised emphasis on determining that the contractor's proposed rates are reasonable based on market data. The information contained in the reports is used by DCAA's auditors in making a determination of the reasonableness of a contractor's employee compensation including executive compensation, in accordance with Federal Acquisition Regulation (FAR) 31.205-6. The FAR provides that compensation can be determined reasonable by comparison to the compensation practices of other firms of the same size, in the same industry, in the same geographic area, and engaged in similar non-Government work under comparable circumstances. ALL FAR listed criteria must be satisfied. The Government is seeking sources who are able to immediately supply this product. Please see the attached file for additional information and details of the requirement. Responses must provide PROOF of the ability to provide ALL of the requested items in the Purchase Description. This is not a request for pricing, rather a request for interested parties to provide evidence that they can provide the exact products as requested.
