Description
The following is a Sources Sought/Request for Information notice. This posted notice is not a Pre-Solicitation or Solicitation document. The government is not currently soliciting bids, quotes or proposals at this time; however, reserves the right to do so at a later date. The Lebanon VA Medical Center, located at 1700 S. Lincoln Avenue, Lebanon, PA 17042 has a future BRAND NAME OR EQUAL requirement for the supply and installation of audio / visual equipment as outlined in the Statement of Work below. Scope of Work: The vendor shall provide all resources necessary to accomplish the installation and deliverables described in this statement of work (SOW), except as may otherwise be specified. Contractor shall coordinate with the design/build team to provide and install audio and visual equipment as requested and according to the renovation timeline. The will be no remote computer access to the system, all necessary maintenance and/or updates will need to be provides on site. Background: The Lebanon VA Medical Center (LVAMC) has a need to replace the existing and failing audio and visual equipment located in Building 1 Auditorium. Performance Period: The removal of the existing items and delivery/installation of the replacement items shall be coordinated with the Contracting Officer Representative no later than 30 days post award. General Requirement The LVAMC is currently renovating the Building 1 Auditorium and has a need to replace the existing and failing audio and visual equipment. The contractor shall coordinate with the design/build team to provide and install audio and visual equipment as requested and according to the renovation timeline. There will be no remote computer access to the system, all necessary maintenance and/or updates will need to be provided on site. The sound system upgrade will encompass replacing existing sound equipment, add video projection, and replace existing pan, tilt, zoom cameras with high definition cameras and video switching equipment. Video conference with two, presenter and audience, remote pan/tilt/ zoom cameras; ceiling mounted conference mics (replace existing mics), (ability to insert video playback or PowerPoint into the outgoing conference stream with Cisco Coder. Audio conference using the same ceiling mounted conference mics as the videoconference system Blu-ray/DVD playback FITS supplied house computer (PowerPoint, web access for VA YouTube, etc.) Additional cable connectivity for a laptop, separate from the FITS computer. (Provision for laptop AC power adapter/video/audio) A/V Control system w/ remote control (like existing Crestron system or Equivalent), must be able to control all connected equipment, including programming to support setting separate audio levels for all audio inputs, master audio output level, etc.) Video input switching Audio mixer to accommodate/switch all planned audio inputs Audio amplifier for sound system Replace all ceiling mounted audio speakers Two wireless mic combos (like the Shure wireless mic systems (or Equivalents) that provide both a handheld and lapel wireless mic, can only use one or the other at a time for each system) TV tuner for viewing Comcast cable broadcast channels Two laser video projectors. Both projectors shall display PowerPoint, DVD, web., cable, etc., when in non-conference mode.   In conference mode, one will show the local video feed (PowerPoint, DVD, web., cable, etc.), while the other shows the distant camera view.   Screen switches back to local camera when local video feed ceases. Installation of Two 13 Da Lite 37602L Projection Screens (or Equivalents): Contour, TNSD 130 Dian 69 H x 110 W- 16:10 Aspect Ratio with LVC Power protection; recommend use of power conditioning through UPS to maintain system power during emergencies. Installation of System, programming and user training Wiring Project includes all wiring, material, and misc. hardware to complete Installation Goose-neck podium mic installed in the podium. That would be a 3rd mic and requires an additional audio channel dedicated to mics. Same day telephone response for technical issues and/or repair of the system installed. Respond time for repairs within 2 days. Only the teleconference peripheral devices are installed and maintained by the vendor. Everything from the codec back should be installed and maintained by VA staff. Note: In accordance with the U.S. Supreme Court decision regarding Kingdomware, service disabled veteran owned (SDVOSB) and veteran owned (VOSB), who are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services shall be verified under the solicitation s applicable NAICS code in the VetBiz Registry as follows to be considered: http://www.vip.vetbiz.gov/ Process in 38 U.S.C. 8127(d) whereby a contracting officer of the Department shall award contracts on the basis of competition restricted to small business concerns owned and controlled by veterans, if the contracting officer has a reasonable expectation that two or more small business concerns owned and controlled by veterans will submit offers, and that the award can be made at a fair and reasonable price that offers the best value to the United States. For purposes of this VA specific rule, a service-disabled veteran-owned small business (SDVOSB) or a veteran-owned small business (VOSB), must meet the eligibility requirements in 38 U.S.C. 8127(e), (f) and VAAR subpart 819.7003 and be listed as verified in the Vendor Information Pages (VIP) database.
