Description
Questions and answers. Response to Questions added 5 January 2018. See attached. This solicitation is for a full and open, Bureau of Land Management (BLM) requirement, for a one-time procurement for the delivery of Propellant Pressurizing Agent, Liquid Helium (NSN 9135-00-142-9362), which shall meet the requirements of Type II, Grade A, 99.995% purity in accordance with specification MIL-PRF-27407D, dated 01 Aug 2014. The Contractor shall provide all materials, supplies, product, management, tools, equipment, transportation, and labor necessary for delivery of BLM Liquid Helium. The total estimated quantity is 14,000 Liters. Delivery is FOB Destination in 250 Liter Dewars with an initial delivery of 12,000 liters on or before 29 January 2018. A second delivery of 2,000 liters is required approximately two (2) weeks after initial delivery. The Government intends to award one (1) Firm-Fixed Price type contract using Federal Acquisition Regulation (FAR) Part 12, Commercial Acquisition procedures. The estimated award date is 12 January 2018. Award will be made to the Offeror determined to be the best value to the Government, price and other factors considered, using the Best Value Source Selection Procedures. Specifically, the Lowest Priced Technically Acceptable Source Selection Process will be utilized in accordance with FAR 15.101-2. The solicitation will be issued on or about 3 January 2018 and will be posted to the FedBizOpps web page http://fbo.gov/. If you do not have Internet Access, a hard copy of the solicitation may be requested. Only written, emailed, or faxed copies received directly from the requester will be acceptable. All responsible sources may submit a proposal, which will be considered by the agency. If you intend to submit an offer, you are required to complete, sign and return the entire solicitation package and be registered in SAM at www.SAM.gov PRIOR to submission of an offer for consideration by the Government.
