- Solicitation Amendment Summary Solicitation Amendment The 166th Air Wing, Delaware Air National Guard, located at the Delaware Air National Guard Base, New Castle Delaware, is issuing a request for proposal (RFP) to award a single firm fixed-price contract for repair of Aircraft Parking Apron and Paved shoulder. Construction services will consist of repairing cracks and joints in Asphalt Cement Concrete (ACC) and Portland Cement Concrete (PCC) Pavement, partial depth patch, full depth patch and overlay of various areas of the Apron. Magnitude of the project is between $100,000 and $250,000. The North American Industry Classification System (NAICS) code for this work is 237310. The small business size standard is $36.5 million. Your attention is directed to FAR CLAUSE 52.219-14 (b)(3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractor, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The date for the site visit is on 6 December 2017, 10:00 a.m. local time at the 166th Civil Engineering Squadron conference room at 2600 Spruance Drive, New Castle DE 19720. (see page 31 of the solicitation for additional site visit information) AN ADDITIONAL SITE VISIT IS SCHEDULED FOR 16 JANUARY 2018 AT 1000HRS.
