- This notice is to identify all 8(a) Certified Small Businesses in Colorado in submitting proposals for the upcoming solicitation for NON-PERSONAL SERVICES: Provide design and construction services at Peterson AFB, CO to renovate the entirety of Bldg 418 and portions of Bldg 350 as indicated in Performance Work Statement and associated drawings (Project No. TDKA 16-2513, TDKA 17-2505 and TDKA 16-2505). The magnitude of this solicitation is between $1,000,000.00 and $5,000,000.00. The North American Industry Classification System (NAICS) code for this project is 236220 (Commercial and Institutional Building Construction); The Small Business Size Standard is $36,500,000.00 in average annual receipts for the last three years. The complete solicitation package, which includes the project plans and specifications, will be made available only through the FedBizOpps website at https://fbo.gov/. Anyone wishing to participate in this proposed procurement must obtain their copy from the internet. Copies will not be mailed from the Contracting Office. All amendments will be posted on FedBizOpps. Contractors will be solely responsible for obtaining amendments from this site to update files. This project will be solicited as Competitive 8(a) set-aside with the intent to award a Firm Fixed Price Contract in which award will be made, in accordance with the acquisition procedures established in FAR 15.101-1, to the offeror(s) whose evaluated offer/proposal represented the best value. Anticipated issue date for the solicitation is 15 days after issuance of this notice and can be accessed at the Federal Business Opportunities (FBO) website at www.fbo.gov. Notice to Offerors: NOTE 1: "Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs." NOTE 2: All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database will cause your firm to be ineligible for any future award. NOTE 3: SITE VISIT IS HIGHLY RECOMMENDED, however, not mandatory. Only one site visit will be conducted. An organized site visit has been tentatively scheduled for 1 February 2018, at 0900 MST. Participants will meet at Bldg 350, Peterson AFB, CO for the purpose of reviewing the worksite and submitting questions regarding this solicitation. For those interested parties that do not have base passes, you must arrive at the Visitors Center (located at the West Gate) no later than 45 minutes prior to the start of the site visit. This will allow time to obtain a temporary pass from the Visitors Center. Each individual must hand-carry and submit to the Visitors Center his or her driver's license, vehicle registration, and current proof of insurance to receive a temporary pass.
