THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. The NCO 12, Great Lakes Acquisition Center, 115 S. 84th Street, Suite 101, Milwaukee, WI 53214, is performing market research. This Sources Sought is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government at this time. This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential vendors, including Small Businesses, Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran Owned-Small Business (SDVOSB) vendors relative to the North American Industry Classification System (NAICS code) 334519. The Oscar G. Johnson VA Medical Center has a need to for a Brand Name or Equal Key Control Management System. Model Number Description of Item Quantity KW-8047 KeyWatcher Base System (6 Module) Vertical Mount 1 KW-8039 KwyWatcher 16 Key Module (SmartKeys included) 4 KW-8489 Stainless Steel Module Blanks 2 KW-8215 Lantronix Network Module 1 KW-34BD Mounting Board (3/4 3 or 6 Module) 1 KW-BR 1 ½ Round Polished Brass Laser Etched Key Tags 75 KW-LITE Trip-Lite Power Supply 1 Specifications/salient characteristics: This Key Control Management System must be a modular, scalable, integrated key control and management solution that designed for interoperability with access control and other systems. Managers of the electronic key cabinet and to individual keys are controlled and recorded every time access is granted. The manager can decide who has permission to remove a key, and with the advanced communications capabilities of this key watcher system, the manager will always know who removed a key and when it was taken. It is the solution the Government needs that will give more value, more storage and more convenient accessibility to an electronic key management system. Requires built-in keypad and up to 2,000 assignable user codes with PINs (Personal Identification Numbers). The system will allow security managers the discretion to appoint one of 5 distinct levels of access for each employee. Offers expandability of interfacing with a variety of access control devices. The illuminated two-line by 16-character screen clearly displays messages and user prompts for a variety of different functions, including removal and replacement of keys. Needs to be built from Stainless Steel, and the cabinet needs to be designed to be abuse-resistant; needs to also be wired with tamper-proof mechanism. The built-in alarm will emanate from the key watcher, and needs to have capability to allow alarm to be wired throughout the facility, and also to other sounding devices. Any PC with speakers running KeyPro software can emit this alarm as well. Also, these alarm sounds will need to have software enabling automatic email sent to designated managers. Key watcher system will need to have lifetime tech support and unlimited site software license. This key watcher system will need to sound if the following occur: A user tries to gain access to or dislodge a key with force. An invalid user code is entered three times consecutively (systems go into an automatic alert mode and lock down for four minutes). The door is left open for more than 10 seconds after use. A key is missing or not returned on time. There is a power failure. A key is returned by the wrong user. A user forces the cabinet doors open. **All salient characteristics must be included in any prospective package that will be offered to the Government on this request to be deemed Technically Acceptable. ** All interested firms who can meet the requirements stated above should respond, in writing, INCLUDING ALL OF THE FOLLOWING: Company name. Address. Point of Contact (name/title/telephone number/e-mail address). FSS Contract number, if applicable. DUNS number. Tax ID number. Indication of which business category (SDVOSB, VOSB, Small Business or Large Business) for which the organization qualifies. Are you providing a small business product? If an authorized distributor, a memo or correspondence which authorizes distributor to distribute the manufacturer s products. If an authorized distributor, a statement explaining the added value provided with this purchase. Reference the product, facility, and sources sought number on all correspondence regarding this announcement. TELEPHONIC INQUIRIES WILL NOT BE ACCEPTED This is not a Request for Proposal or an announcement of a solicitation and no solicitation package exists at this time. Your response will be used solely for market research purposes of the Government. The Government will not pay for any materials provided in response to the notice and submittals will not be returned to the sender. The applicable North American Industry Classification System (NAICS) code for this requirement is 334519 (Other Measuring and Controlling Device Manufacturing) and the small business standard is 500 employees. Responses due are to be submitted by email to Shari Lee at Shari.Lee@va.gov. The information requested must be received no later than 5:00 PM Central Standard Time by Wednesday, January 17, 2018.
