Description
Purpose: The synopsis is issued to provide a notice to the public to the public information to be performed in support of the Indian Health Services (IHS). IHS is seeking qualified contractors to construct a new water well, conduct pump test and water sampling, install pitless adapter, well pump and connect to existing water supply and electrical power on the Makah Indian Reservation located in Clallam County, WA. Authority: IHS (Division of Engineering Services (DES)) is issuing this synopsis in accordance with FAR Part 5.204 Pre-solicitation Notices. Description: The proposed contract listed here is a 100% set-aside for Small Business concerns. Therefore, the Government will only accept offers from certified small business concerns. All other firms are deemed ineligible to submit offers. This is the Pre-solicitation notice. The Solicitation will be available on or around Mid-February 2018, on www.fbo.gov under the number 18-161-SOL-00007. This is not a solicitation announcement for proposals, and no contract will be awarded as a result of this notice or any follow-up information requests. In order to protect the procurement integrity of any future procurement, if any, that may arise from this notice, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The following work includes, but is not limited to the below Draft Statement of Work (SOW) Background/Overall: This procurement will be to construct a community well to replace the existing community well, which will make improvements to the water supply facilities on the Makah Water System at the Makah Indian Reservation located in Clallam County, WA 98357. The Draft Scope of Work for this procurement includes furnishing all tools, equipment, materials, supplies, transportation, labor, and any associated cost with one or more of the following: 1.Construction of a new production well, conduct pump test and water sampling 2.Connect the new well to the existing supply line and power previously serving Well #1. 3.Install new level sensor in existing well #1 All work shall be in accordance to industry standards to include but not limited to: 1.The new well will be fully developed and tested in compliance with SDWA requirements for a new source. 2.Water connections and waterlines must be constructed in accordance with Makah Tribal Water Authority standards. 3.Tribal Regulation(s), as applicable. The performance of the work shall be in Clallam County, WA It is the Governments intent to award one firm fixed priced contract. The estimated magnitude of construction of this requirement is $100,000 and $250,000. Important Notice: It should be clearly understood that this Pre-Solicitation notice is not an award or commitment by the Government. The offeror is further advised that funding may not become available. If funds are not available, no award will be made. The offeror will not be reimbursed for any/all effort or submission preparation costs. The North American Industry Classification System (NAICS) Codes are 237110- Water and Sewer Line and Related Structures Construction, with a Small Business Size Standard of $36.5 million. Competitive Acquisition: The solicitation will utilize source selection procedures at FAR 15.304. Contract Type: Indian Health Service intends to award a Firm Fixed Price (FFP) Construction Contract in support of this requirement. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. Period of Performance: The Period of Performance will be for 120 days after the date of Notice-to-Proceed. Respondents are advised that registration in the Systems for Award Management (SAM) database is required prior to award of a contract. Failure to register in the SAM database may render your firm ineligible for award. For more information, check the SAM Website at http://www.sam.gov. Completion of the electronic annual representations and certifications are also mandatory prior to the award of a contract.
