Description
The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under authority for FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within seven days after date of publication of this notice of intent. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Office of Civilian Human Resources (OCHR) requires customized learning programs in the form of two (2) one-day workshops for the DON SES and emerging leader populations. These workshops will take place in February and March 2018. The University of North Carolina (UNC) has the ability to meet The Executive Management Program Office ™s (EMPO) aggressive timeline in a suitable and cost-effective manner. Intentional Leadership and Resilient Leadership are taught by UNC-trained, certified, and accredited instructors who have developed the courses that specifically meet the needs of the DON ™s Executive training requirement. These UNC-developed courses have been specifically tailored to the DON for the Senior Executive Service (SES) and Emerging Leaders using a validated SES competency model that has been intricately interwoven in the custom development of the leadership course offerings. These courses have already been validated, certified, and adopted by the upper echelons of DON Senior leadership; the Undersecretary of the Navy (UNSECNAV, Assistant Secretary of the Navy (M and RA), Deputy Assistant Secretary of the Navy, Civilian Human Resources(DASN) (CHR)). Failure to solidify this agreement with UNC would be detrimental to EMPO and the DON ™s mission at large. OCHR would not only lose its initial investment of time and money that was exhausted in the course design, but OCHR would also lose the necessary leadership development that has been directed for the DON ™s executive civilian workforce. The applicable North American Industry Classification Systems (NAICS) Code is 611430.
