Description
**THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT MODIFICATION FOR COMMERCIAL MOBILITY SERVICES** The Overseas Private Investment Corporation (OPIC) is the U.S. Government's Development Finance Institution. OPIC's mission is to provide loans, guaranties, political risk insurance, and investment funds to assist American businesses expand into emerging markets. This is a notice issued as required by FAR 5.203. Because this procurement will be for commercial services and have a not-to-exceed value of below the $7,000,000, OPIC intends to award this sole source contract under the authority of FAR 13.501(a)(1). OPIC intends to increase the ceiling of the current option year and the final option year (option 3 and 4, respectively) by $100,000. The ceiling amount will increase from $300,000 to $400,000. This line is for variable costs and it will increase with the number of employees. Based on the new hires that were authorized the costs for the wireless service has increased, thus making the NTE OBE. As a result of this increase, the total award value, base and all options combined, is increased by $200,000 from $2,496,360.25 to $2,696,360.25. In order to perform this work, a mobility service provider must have the ability to directly provide wireless services without any service disruptions to the employees. This includes providing equipment and retaining phone numbers as issued under the scope of this contract. The North American Industry Classification System (NAICS) code for this requirement is 517911 with the size standard of 1,500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible and capable sources may submit statements of capabilities, which, if received within five calendar days of publication of this notice, shall be considered by OPIC. Please indicate if you are on the GSA Schedule. If yes, please add your GSA Contract Number/ Pricing List. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
