Description
The U.S. Census Bureau-National Processing Center (NPC) is seeking information about vendor availability with regards to providing large scale commercial booklet-making machines. It is required that the machines provide sufficient capacity to create large volumes of finished booklets within short period time frames. It is estimated that NPC may create over 3 million booklets annually. Commercial high speed machine must have the ability to perform each requirement below: • Stitch (w/2 stitches) 8 ½" x 11" booklets from 11" x 17" pre-printed, pre-collated sheets. • Read 1d and 2d barcodes on each sheet to ensure document integrity. (Stopping the machine or diverting incorrect sets) • Fold and Stitch from 2 sheets up to 14 sheets of 11" x 17" pre-printed, pre-collated sheets on 24 lb. bond paper. • Have an adjustable face trim to make booklets flush. • Maintain speeds of 5,000 8 ½" x 11" booklets /hr. • Turn Stitcher heads off to create un-stitched sets. • Store up to 50 job presets that can be re-called for later use. • Have a high capacity sheet feeder. • Have a high capacity conveyor stacker for finished books. • Provide a solution to allow for quarter fold the finished 8 ½" x 11" booklets in half, down to 5 ½" x 8 ½", in-line, after stitching. Software must be PLC controlled or run on Windows 7 OS and be upgradable to Win10 OS. This Sources Sought Notice (SSN) is not a Request for Proposal (RFP), Request for Quotation (RFQ) or an Invitation for Bid (IFB), nor does its issuance obligate or restrict the Government to an eventual acquisition. The Government will use all information received from the SSN for market research purposes only. The Government does not intend to award a contract based on responses to this SSN nor otherwise reimburse vendors for the preparation of any information submitted or Government use of such information. Further, the U.S. Census Bureau-NPC is not at this time seeking proposals and will not accept unsolicited proposals. Not responding to this notice does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be posted on the Federal Business Opportunities (FBO.gov). It is the responsibility of the potential offeror to monitor this website for additional information pertaining to this requirement. The information provided in the notice is subject to change and is not binding on the Government. Questions regarding this announcement shall be submitted in writing by e-mail, to the Contract Specialist at melissa.a.caldwell@census.gov. Telephonic/verbal questions will NOT be accepted. Questions shall be answered within five (5) business days from receipt of the question. Responses are due no later than Wednesday, January 31, 2018
