- Notice to offerors: in accordance with AFFARS MP 5332.7 funds are not presently available for this project. No award will be made under this solicitation until funds are made available. The government reserves the right to cancel this solicitation either before or after the closing date. This synopsis is not a sources sought notice; do not contact the contracting office to provide capabilities statements or notice of interest. This is a pre-solicitation notice for the Repair Chiller, Cooling Tower and Controls contract for the 82nd Contracting Squadron (82 CONS) at Sheppard AFB, TX. This solicitation will result in one Firm Fixed Price (FFP) contract. This contract is for a broad range of maintenance, repair, and minor construction for Building 1080, on Sheppard AFB, TX. The contract will be solicited with the anticipation of competing within a Service Disabled Veteran Owned Small business set aside and its magnitude is between $500,000.00 and 1,000,000.00. This project is to update the chiller in the Mechanical Room of the building (1080), as well as associated pumps and control system. The scope of work shall be in accordance with contract documents as a whole to achieve the goal. The scope of this project is to update the chiller in the Mechanical Room of the building (B1080), as well as associated pumps and control system. Demolition and removal of specified equipment and settings in the Mechanical Room and on top of the roof. Fixing and patching the walls and the floor of the Mechanical Room after demolition. Procurement and installation of an air-cooled chiller system with two pumps, chemical feeder, piping system with related valves and branches, air separator, and accessories, as well as electrical power distribution, instruments and controls according to engineering design. All work shall comply with all identified facility systems up to current codes, and supervision necessary to complete the aforementioned project at Sheppard AFB, TX. The resultant contract will be awarded to a single responsible bidder who provides the government with a tradeoff process in the best interest of the Government, the Government may consider award to other than the lowest priced offeror or other than the highest technically rated offeror. Solicitation number FA3020-18-R-0005 is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96. All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The solicitation is expected to be issued on or after 9 Feburary 2018. The closing date and time for submission of offers, as well as the date and time for pre-proposal conference will be contained in the solicitation package, which will be made available on the Electronic Posting System (EPS) government point of entry (GPE) website at https://www.fbo.gov/. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Award will be made in accordance with Sections L & M of the solicitation. The successful contractor will be selected using Lowest Price Technically Acceptable (LPTA) procedures; resulting in the best value to the Government. Evaluation factors will be set forth in Sections L & M of the solicitation and will include evaluation of the following areas: Price, Technical Acceptability and Past Performance. The initial Pre-Performance conference will be held at Sheppard AFB, Wichita Falls, TX. Potential offerors MUST register at https://fbo.gov/ in order to receive notification and/or changes to the solicitation. Contractors MUST be registered in the System for Award Management (SAM) registration database and complete Online Representations and Certifications, or his/her proposal will not be considered. Further information on the SAM website is available at https://www.sam.gov. This acquisition has been set-aside 100% for competitive service disabled veteran owned small businesses, all others will be deemed non-responsive. NO PARTIAL PROPOSALS WILL BE CONSIDERED.
