- Limited Source Justification In accordance with FAR 13.106-1(b)(1) single source, Western Area Power Administration (WAPA), intends to issue an order on a Sole Source basis to GE Grid Solutions of Melbourne, Florida, for the annual renewal of GE EMS XA21 QAS software support from GE Energy Management Systems. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. Any vendor that believes it can provide the stated product may submit supporting documents demonstrating capability and past performance.
