Description
The Federal Aviation Administration (FAA) intends to award a single source, five-year (one-year base period with four one-year option periods) Indefinite Delivery/Indefinite Quantity (IDIQ) contract to Elta North America (8955 Henkels Lane, Suite 508, Annapolis Junction, MD). The Federal Aviation Administration Logistics Center (FAALC), in support of U.S. Customs and Border Protection (CBP), has a requirement for the acquisition and repair of the Ground Master radar (P/N 16375) to include ancillary software and services in support of the FLIR Mobile Surveillance Capability (MSC) system. Purpose of Announcement: In accordance with the FAA Acquisition Management System paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a selected source via single source procedures. The FAA intends to repair existing Ground Master radars (and procure depot spares for the system) to maintain the MSC system under its current configuration. The MSC system is under strict configuration management by CBP and the required repairs and supply of new radars must be procured from the source cited above. The use of any other source would require extensive testing and configuration changes within the system baseline. The proposed NAICs code for this acquisition is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a size standard of $20.5M. This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement. All questions pertaining to this announcement should be addressed in writing to the Contracting Officer, Rob LaFollette via email (robert.lafollette@faa.gov) or mail (FAA Aeronautical Center Acquisition Services (AAQ-721), PO Box 25082, Oklahoma City, OK 73125) no later than 4:00pm CST Friday, 19 Jan 2018 (no phone calls please).
