Description
**AMENDMENT 003** The purpose of this amendment is to extend the due date of quotations to 11:00 am on 26 January 2018. This extension is due to anticipated system downtime at the Contracting Office. ** END AMENDMENT 003** **AMENDMENT 0002** This Amendment posts responses to additional questions submitted by offerors. All other solicitation terms, including the due date for quotes remains unchanged. Q3) Will the Department of the Army consider adding FAR clause 52.246‐25 to the contract to limit liability? A3) No. Clause 52.246-25 does not apply to commercial services. Limitation of Liability for commercial items is covered under clause FAR 52.212-4(p). Q4) For contractors that have multiple locations under one Federal Tax ID, and operate under the same CAGE Code/DUNS number, will those locations be recognized as one "contractor", allowing for two other subcontractors to be proposed? A4) Yes. Contractors with multiple facilities operating under the same CAGE Code/DUNs Number will be considered as one contractor and may propose up to two subcontractors. **END AMENDMENT 002** **AMENDMENT 001** This amendment posts responses to questions submitted by offerors. All other solicitation terms, including the due date for quotes remain unchanged. Q1) Can offerors no-bid line items? Or must offerors bid all? A1) All CLINS on the solicitation and items on the pricing worksheet must be filled out in order to be considered for award. Q2) Is there a small business, woman owned business etc requirement? A2) This solicitation is not a total or partial small business set aside but does require the contractor to submit a small business subcontracting plan. The Government has not established subcontracting goals for this requirement, but is requiring the contractor to establish the goals it intends to pursue in their subcontracting efforts. **END AMENDMENT 001** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a separate written solicitation document will not be issued. This solicitation is being issued under the authority of FAR Part 13.5 Simplified Procedures for Certain Commercial Items. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96 effective 11/06/2017. The associated North American Industrial Classification System (NAICS) code for this procurement is 541380 with a small business size standard of $15,000,000.00. This acquisition is being procured using full and open competition procedures. Quotes submitted by small and other than small business concerns will be considered The U.S. Army Public Health Center requires services to analyze between 2,000 and 20,000 drinking water samples from multiple CONUS and OCONUS DoD installations. Carefully review all attached documents including the text of the Combined Synopsis Solicitation, Performance Work Statement (PWS), and provisions & clauses for information on instructions to offerors, evaluation criteria, basis for award, and required submissions.
