- Performance Work Statement (DRAFT) SOURCES SOUGHT ANNOUNCEMENT: Refuse Removal & Solid Waste Management Services -Barnes Federal Building, Boston MA THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR IS IT THE INTENT OF THE ARMY CONTRACTING COMMAND- NEW JERSEY TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION (RFI) OR OTHERWISE PAY FOR THE INFORMATION SOUGHT. 1. Contract Information: The Army Contracting Command New Jersey (ACC- NJ) is seeking preliminary marketing information, from capable and reliable sources to gain knowledge of potential qualified sources capable of performing the requirements established below/attached. PLEASE BE ADVISED a set-aside has not yet been determined for this requirement and will depend upon the resultant information obtained from this Sources Sought Notice. Once the type of set-aside has been determined it will be identified in the solicitation. This is a single requirement. The North American Industry Classification System (NAICS) for this effort is 562111: Solid Waste Collection. THE PURPOSE OF THIS NOTICE IS TO OBTAIN THE FOLLOWING INFORMATION: (1) The availability and capability of qualified sources; (2) Whether they are a small or large business relative to their size classification under NAICS Code 562111 with a small business size standard of $38,500,000.00. The ACC-NJ anticipates releasing a solicitation announcement, to be published in the Federal Business Opportunities (www.fbo.gov), on or about 25 January 2018. The solicitation will consist of a Firm-Fixed-Price contract for a period of performance of a 12-month base year, plus two 12-month option years. 2. Description of Services: Refuse Removal & Solid Waste Management Services The contractor shall provide all include all labor, transportation, equipment, materials, supplies, management, coordination, and supervision required to provide refuse removal and solid waste management services including the collection of municipal solid waste (MSW) and recyclables at the Barnes Federal Building, Boston MA. The contractor shall perform to the standards in this contract in accordance with all State and Federal regulations governing the handling and disposition of non-hazardous waste and recyclable materials. Facility Address: U.S. Army Barnes Building, 495 Summer Street, Boston MA 02210 Refuse Removal: Contractor shall furnish all plant, labor, equipment, materials, transportation, and supervision to provide refuse removal and solid waste management service. The compactor shall be picked up, dumped, and returned. 35 CY Compactor: 50 each. Disposal of the waste within the compactor will be paid based upon the weight. Contractor shall provide weigh slips from certified scales. 30 CY Container - Bulk Waste: 40 each. Contractor shall furnish all plant, labor, equipment, materials, transportation, and supervision to provide 30 CY containers to pick up and dispose of bulk nonhazardous solid waste. The container shall be picked up, dumped, and returned, on-call. Disposal of the waste within the container will be paid based upon the weight. Contractor will provide weigh slips from certified scales. Special Waste Disposal: 20 Short Ton. This item provides payment for the disposal of a segregated load that contains universal waste items to include CRTs, fluorescent lamps, mattresses, or tires. SEE ATTACHED DRAFT PERFORMANCE WORK STATEMENT FOR DETAIL. 3. Submission Requirements: All interested vendors shall submit a Capability Statement and email to colleen.m.moore.civ@mail.mil. Submission shall be received by 11:00 AM, Eastern Standard Time, 17 January 2018 and shall not exceed five (5) one-sided, 8-1/2 x 11 pages. This notice is only for market research purposes. This Sources Sought Announcement does not constitute a request for proposal nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice. All data received in response to this sources sought notice marked or designated as corporate or proprietary will be fully protected from release outside the U.S. Government. No hard-copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc) will be considered.
