Description
The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 23, Services Branch, Sioux Falls, SD, has a requirement to establish snow and ice removal services at the Iowa City VA Health Care System. This is a Total Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. This will be a single award Blanket Purchase Agreement (BPA), projected period of performance of 8/1/2018 to 7/31/2023. Product Service Code is S218 (Housekeeping/Snow Removal Salt) and NAICS Code is 561730 (Landscaping Services) for this solicitation. Small business size standard is $7.5 million. All responsible open market sources may submit a quote, which if timely received by offer due date/time specified on Standard Form (SF) 1449 of solicitation, shall be considered by this agency. Solicitation 36C2631802016 shall be posted at https://www.fbo.gov by 4:00pm Central Standard Time (CST), 1-30-2018, and will close no later than 10:00am CST, 2-28-2018. No phone calls please. Please direct any technical questions before 10:00am CST, 2-13-2018 to Douglas H. Reed, Contracting Officer, at douglas.reed3@va.gov A general scope of work is listed below; please do not submit quote until solicitation has been posted to https://www.fbo.gov, as such quotes will not be accepted by the Government: The Contractor shall remove snow and ice by plowing, blowing, brushing, sweeping, shoveling, or other suitable means not harmful to the traffic surface as necessary in order to produce and maintain safe passage of pedestrians and vehicles. The Contractor shall apply sand, salt, etc., to treat the existing or developing unsafe conditions to produce safe passage of pedestrians and vehicles. The materials used by the Contractor shall not be damaging to the surface receiving the materials. Most generally the VA will supply deicing material. No solicitation packages will be e-mailed, mailed, or faxed. Responses must be concise and be specifically directed to the requirement referenced above and as detailed on the solicitation. It is the vendor's responsibility to monitor https://www.fbo.gov for amendments to this solicitation, if applicable. Vendors shall be registered and active at the System for Award Management (SAM) at https://www.sam.gov at time of offer. SDVOSB shall also be registered and active at https://www.vip.vetbiz.gov/ at time of offer. Please refer to Section E of solicitation for Quote Submittal Instructions and Evaluation Factors.
