- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with International Committee for Information Technology Standards (INCITS) for a Government membership. The Information Technology Laboratory (ITL) at the National Institute of Standards and Technology (NIST) plays a key role in supporting U.S. industry, government, and academia in the efficient and effective use of information technology (IT). In partnership with our customers and stakeholders, ITL develops and disseminates standards, measurements, and testing for interoperability, security, usability, and reliability of information and communication systems, including cybersecurity standards and guidelines for Federal agencies and U.S. industry, supporting these and measurement science at NIST through fundamental and applied research in computer science, mathematics and statistics. Sole source determination is based on the need to renew a Government membership to Information Technology Standards (INCITS) to develop critically needed IT standards and to provide NIST ITL with an opportunity to identify and consult on issues, which could impact NIST programs of work in Information Technology (IT) measurements, testing, and standards. Participation in these activities also enables NIST ITL to enhance its ability to influence the timely development of technically sound national and international IT standards, which are consistent with U.S. Government and industry goals. INCITS is the only known vendor capable in providing NIST the required membership. *****The North American Industry Classification System (NAICS) code for this acquisition is 813920- Professional Organizations, with a size standard of $15M. ****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at prateema.carvajal@nist.gov. All responses to this notice of intent must be submitted so that they are received at Prateema.carvajal@nist.gov no later than January 26, 2018 at 8:00 AM Eastern Time.
