- The procurement will result in the award of a Firm-Fixed Price (FFP) contract to REPLACE HVAC SYSTEMS (ACP-6 AND 7), CTF-72, BLDG. 978, NAF MISAWA, JAPAN. The work includes the replacement of HVAC systems located in the 1st floor mechanical room of U.S. Navy CTF-72 Building 978, Misawa Air Base. The Government will evaluate bids in response to this solicitation without discussions and will award a contract to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering only price and the price-related factors specified elsewhere in the solicitation. LOCAL SOURCES RESTRICTIONS. This solicitation is intended only for local sources. Local sources are those persons or entities normally resident and licensed to conduct business in Japan.
