- SMAEC II Pre-Proposal Conference Instructions NASA/JSC will hold a Pre-Proposal Conference for the Safety and Mission Assurance Engineering Contract II (SMAEC II) procurement on Thursday, January 25, 2018. To register for the SMAEC II Pre-Proposal Conference, please follow the instructions in the attached Pre-Proposal Conference Notification. Documents related to this procurement will be available over the Internet at: http://procurement.jsc.nasa.gov/smaec2/ and www.fbo.gov. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
