- THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command (NAVAIR) intends to issue a sole source contract with Cost-Plus-Incentive-Fee (CPIF) and Firm Fixed Price (FFP) Contract Line Items Numbers (CLINs) to Raytheon Missile Systems (RMS) for the development of a Navy specific Miniature Air Launch Decoy-Navy (MALD-N) air vehicle. This contract may include multiple options for follow-on requirements. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C 2304(c) (1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." RMS is the original designer, developer, and manufacturer of the United States Air Force (USAF) Miniature Air Launch Decoy (MALD) weapon system and, as such, owns the proprietary data that is required to perform the efforts under this requirement. RMS is also the only known source that possesses the knowledge of the MALD air vehicle facilities, data, tooling, and experience required to successfully provide these supplies and services to complete these efforts. The North American Industry Classification System (NAICS) code for the supplies anticipated needed herein is 336414. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed Contract based upon responses to this notice is solely within the discretion of the Government. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
