SOURCES SOUGHT ANNOUNCEMENT FOR UNMANNED UNDERWATER VEHICLE COUNTERMEASURES THIS IS NOT A REQUEST FOR PROPOSALS The Naval Surface Warfare Center Panama City Division (NSWC PCD) is seeking information on the availability and technical capability of all sources to provide countermeasures to the threats posed by Unmanned Underwater Vehicles (UUV). The US Department of Defense has chartered the Stand-Off Weapons Defeat Joint Integrated Product Team (SOWD-JIPT) to support the Physical Security Enterprise and Analysis Group (PSEAG) Counter Unmanned Undersea Vehicle Working Group (C-UUV WG) with the mission to study the state of the art in countermeasures to the threats posed by UUVs. NSWC PCD is providing technical subject matter expertise in support of this effort. The working group holds responsibility for assessing current countermeasure capabilities against the threat systems noted. Required Capabilities: With regard to Unmanned Underwater Vehicle threats, the C-UUV WG is assessing countermeasure capabilities against individual and groups of UUV threats. Capabilities sought include total system solutions as well as specific elements of the engagement sequence - Detection, Classification, Localization, Tracking, Engagement, and Assessment (BDA). UUV defeat mechanisms ranging from mission kill/disruption to vehicle damage/destruction/capture are considered. Cross-domain (C-UxV) solutions capable of supporting countermeasures against both UUVs and additional unmanned systems (e.g. unmanned surface vehicles) are especially encouraged. NSWC PCD is seeking detailed information and data on: 1. C-UUV System or Component Description 2. SWAP (Size, Weight and Power) specifications 3. System's sensor(s) and/or effectors range of influence 4. System/component applicability to open ocean and/or geographically constrained waters 5. System/component applicability to threat UUV - size/mission/other vehicle characteristics 6. System's engagement process (timeline and distance) against UUV threats, to include system power up, data upload, slew, launch, course correction, intercept, and defeat, if applicable 7. Technology Readiness Level or Manufacturability Readiness Level (TRL/MRL) (current), TRL/MRL (projections FY18-FY25) 8. Anticipated/potential residual damage at engagement and/or at impact location 9. Relevant sensor characteristics, modalities and signal processing requirements associated with detection, classification, localization and tracking capabilities 10. Any applicable test data to support provided claims Please note: Provide any additional relevant information or data not listed above. The responses shall include, but not be limited to: Business name and address; Name of company representative and their business title; Size of Business; Cage Code; Facility clearance; (a) An executive summary of the party's experience with counter UUV; (b) A description of the party's C-UUV component technology or system solution; (c) Evidence of current TRL 5 or 6, or what investment would be required to reach TRL 6; and (d) Data on the C-UUV system/component technology performance in different environments - including controlled in-laboratory as well as open water venues.
