Place of Delivery/Performance: U.S. Army Research Laboratory 321 Colleran Road Aberdeen Proving Ground, MD 21005 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. INTENT TO SOLICIT ONLY ONE SOURCE The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR 13.106-1(b)(1)(i). The name of the company the Government intends to award a contract to Tobii Technology, Incorporated, located at 510 N Washington Street Suite 200 Falls Church, VA, 22046-3537, USA, Cage Code: 4DRC0. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is W911QX-18-T-0060. This acquisition is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96, effective 06 November 2017. (iv) The associated NAICS code is 334118. The small business size standard is 1,000 employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Tobii Pro Spectrum 600Hz eye tracker system; Quantity Two (2) Each CLIN 0002: Shipping; Quantity One (1) Each (vi) Description of requirements: Each eye tracker system shall meet the following salient characteristics: 1.The eye tracker systems shall contain high-quality, small form factor eye tracking hardware with accompanying software. 2.The eye tracker systems shall be capable of acquiring eye tracking data in conjunction with behavior and electroencephalography (EEG) and shall include built-in transistor-transistory logic (TTL) port for data synchronization. 3.The eye tracker systems shall track each eye/pupil with at least two (2) eye tracking cameras. 4.The eye tracker systems shall operate on Microsoft Windows and Linux systems for data collection. 5.The eye tracker systems shall have low latency of ~5 milliseconds (ms) while tracking at 500 hertz (Hz) or greater. 6.The eye tracker systems shall not require head stabilization (e.g., chin rest or bite bar) for accurate and precise calibration and data acquisition. 7.The eye tracker systems shall track at a high accuracy of less than 0.5 degrees at 65 centimeters (cm) and a high precision of less than 0.25 degrees at 65 cm. (vii) Delivery is required No Later Than (NLT) Four (4) weeks After Received Order (ARO). Delivery shall be made to 321 Colleran Road, Aberdeen Proving Ground, MD 21005. Acceptance shall be performed at 321 Colleran Road, Aberdeen Proving Ground, MD 21005. The FOB point is Destination. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition.
