Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. The purpose of this notice is to seek market data for qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) fully capable of providing Durable Medical Equipment (DME) Services to the beneficiaries throughout Veterans Integrated Service Network (VISN) 16, VA Medical Centers (VAMC s) and their associated Community Based Outpatient Clinics (CBOC s). VISN 16 will purchase DME equipment and supplies from various sources and the equipment will be shipped to the Contractor for storage until delivery to VISN 16 beneficiaries. Items included are of a therapeutic or rehabilitative nature, which are determined as medically necessary for home treatment of VISN 16 eligible beneficiaries, (e.g., hospital beds, over-bed tables, bathroom equipment, invalid lifts, hand cycles, stair glides, room air conditioners, standing tables, portable ramps, mobility (walking) aids, environmental control units (ECUs), etc.) provided to all eight (8) VA Medical Centers and their associated CBOC s which will be separated into three (3) zones; including counties and parishes supported by their respective VAMC and/or CBOC s. The contractor shall be responsible for providing all supplies, materials, equipment, labor, supervision, fuel, transportation, infection control, storage, cleaning, delivery, sanitization, assembly/set-up, repair, pick-up and patient training/instruction-in-the-use of Government-owned DME. The contractor shall develop mechanisms and methods to register complaints, resolve emergencies, issue approval of Patient Rights and Responsibilities, and provide pertinent documentation of performing all tasks as identified herein for eligible beneficiaries in VISN 16 network. Contractor(s) shall be required to provide delivery, set-up, instructions-in-use, storage and/or pick up and routine service/refurbishment of DME. The applicable North American Industry Classification System (NAICS) for this anticipated procurement will be 621610, Home Health Care Services; size standard is 500 employees. The successful contractor(s) shall meet or exceed the Joint Commission on Accreditation of Health Care Organizations. This requirement is a 100% set-aside competition for VOSBs only. All respondents must be certified as VOSB or SDVOSB on VIP VetBiz at https://www.vip.vetbiz.gov/.
