Description
Pre-Solicitation Notice -2018 Vandenberg Air Force Base Paint and Corrosion Control IDIQ Department of the Air Force, Air Force Space Command, 30 CONS, 1515 Iceland Ave, Room 150, Vandenberg AFB, CA 93437 The Air Force intends to issue a solicitation, Request for Proposal Number FA4610-17-R-5001 VAFB Paint and Corrosion Control IDIQ on Vandenberg AFB, California, on or about 01 February 2018. This acquisition is an 8(a) competitive set-aside for contractors with a bona fide SBA office in the state of California for a Base Wide Paint and Corrosion Control Contract. The solicitation will result in a Single Award, Fixed Price Indefinite Delivery-Indefinite Quantity (IDIQ) Contract. This acquisition is being synopsized under North American Industry Classification System (NAICS) Code 238320. All other firms are deemed ineligible to submit offers. The small business size standard is $15,000,000.00. The work requirements to be performed by the offerors will consist of, but are not limited to, prime, paint, corrosion control, protective coating and affiliated renovation work on real property at Vandenberg Air Force Base (VAFB), CA with some task orders for Point Magu and Pillar Point, California. All work shall be in conformance with contract requirements and specifications including furnishing all materials, labor, tools, equipment, transportation, supervision, management and other services, items and incidentals necessary in the performance of this contract. The work is required in support of the 30th Civil Engineering Squadron, Base Civil Engineering activities. During the contract period, the 30th Civil Engineering Squadron will identify Painting and Corrosion Control projects for issuance of individual task orders for each project. The contractor will provide a statement of work, and a cost proposal as indicated in each task order request. All price proposals will use a locally produced price list. Individual task orders will vary in size and complexity. Period of Performance: The performance period is one (1) base year with four (4) option years. The guaranteed contract minimum is $10,000.00 for the base year. The maximum contract value is $5,000,000.00 for the life of the contract. The Government intends to award one (1) contract based on a Lowest Price Technically Acceptable (LPTA) basis. The solicitation and subsequent amendments will be issued via FedBizOpps at http://www.fbo.gov. No paper copies of the solicitation, specifications, plans or bidders mailing list will be issued from this office. All potential offerors must be registered on the FedBizOpps.gov website in order to receive notification of changes to the solicitation. Prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. The SAM site is https://www.sam.gov/index.html. When the solicitation is downloaded, it is important to read the solicitation completely, as there are terms and conditions that must be met by the prospective offeror in order for the proposal to be considered responsive. The anticipated award resulting from this solicitation is on or about 21 May 2018. The government will not pay for any information submitted in response to this solicitation.
