- The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a chiller replacement requirement for the USDA Eastern Regional Research Center (ERRC) located at 600 East Mermaid Lane, Wyndmoor, PA 19038. PROJECT SCOPE: This requirement is for the removal of existing 500 ton water chiller and replace with a new 500 ton magnetic drive chiller; modifications to the condenser water and chiller water piping to achieve the replacement; electrical work consisting of removing the existing chiller from the 4160V system and powering the new chiller from an existing 480V motor center; and modification of the existing refrigerant monitoring system and adding an exhaust fan and ductwork to refrigerant evacuation system. Complete specifications will be provided in the Statement of Work. A site visit will be scheduled. Details will be provided in the solicitation. SOLICITATION PERIOD: A request for proposal is scheduled to release on or about February 5, 2018. Proposals will be due on or about March 9, 2018. SOLICITATION PROCEDURES: The acquisition will be issued as a Service Disabled Veteran Owned (SDVO) Small Business Set-Aside, Request for Proposal through the Federal Business Opportunity (FedBizOpps) website. The NAICS code for this procurement is 238220; Small Business Size Standard is $15 million. Product Service Code (PSC) is Z2NB. The anticipated period of performance will be 180 calendar days from Notice To Proceed. A Bid Guarantee, Performance Bond, and Payment Bond will be required. It is anticipated that award will result in a single award firm-fixed price contract. This is an electronically issued acquisition. The solicitation will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. All responsible offerors may submit a proposal. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in the SAM at https://www.sam.gov.
