- Line Items BPA Instructions Solicitation This solicitation is for the acquisition of U.S. Corps of Engineer Flags (various sizes including safety flags) and Pennants (District/Division in various sizes) to be solicited as a commercial item in accordance with the format set forth in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This Solicitation will be issued as a Request for Quote and shall be designated Solicitation Number W912BU-18-T-0004. Solicitation documents, amendments, plans, and specifications will only be available via the Federal Business Opportunities (FBO) homepage located at https://www.fbo.gov/. It is the contractor's responsibility to monitor FBO for any amendments. Solicitation documents will only be furnished on the website; hard copies will NOT be available. Prospective contractors must submit a responsive quote, by 18 February 2018 at 1200PM (EST). The Government intends to award Blanket Purchase Agreement, base year plus four (4) Option years, to the responsible prospective Contractor whose offer, conforming to the Solicitation, offers the overall best price to the Government. The period of performance will be twelve (12) months from date of award. This Solicitation also requires First Item inspection and validation of quality and correctness of each eleven (11) CLINS prior to a Notice to Proceed. In addition, this Solicitation is being issued as 100% set-aside for small business. The North American Industry Classification System (NAICS) Code for this acquisition is 314999 and the Standard Industrial Classification (SIC) Code for this acquisition is 2399, with a size standard of 500 employees. All contractors must be registered in the DoD's System for Award Management (SAM) system at http://www.sam.gov. Information on getting registered may be obtained on the website.
