- PreSolicitation Synopsis Draft SOO_01-18-2018 The U.S Immigration and Customs Enforcement (ICE) is planning to use Full and Open Competition to procure services for the Office of Human Capital (OHC) for recruitment, market research, data analytics, marketing, hiring, and onboarding activities. Emphasis will be on delivering results (i.e., hiring and onboarding candidates) rather than performing tasks; therefore, the Government intends to design a contract that makes payment based on performance. Please review the attached Draft Statement of Objectives (SOO) and the Pre-solicitation Synopsis and submit any questions, recommendations, or comments to Shreena.L.Lyons@ice.dhs.gov, William.Reese@ice.dhs.gov, and Michelle.Yates@ice.dhs.gov by January 25, 2018 (COB, EST). Additional information will be included in the solicitation; the solicitation posting date has not been set. This notice is not considered to be a commitment by the Government nor will the Government pay for any information solicited. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. Request for the solicitation will not be accepted; please do not request a copy of the solicitation.
