- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. This contract action is for the acquisition of Services for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to PerkinElmer Health Sciences Inc., 710 Bridgeport Ave, Shelton, CT, 06484, for the acquisition of a maintenance and repairs services agreement for an IVIS Spectrum 120V Andor Camera. Services can only be acquired from the original equipment manufacturer (OEM) and only the manufacturer is authorized to perform maintenance services or repairs. No third parties have been authorized by PerkinElmer Health Science Inc to provide services on the IVIS Spectrum 120V Andor Camera System. In addition, only PerkinElmer Health Sciences Inc. can provide the highly unique, specialized replacement parts that are required for maintenance and repair of the equipment. Item No. Description Qty. 0001 IVIS Inst. Spectrum 120V Andor Camera 1 ea. (SN/: IS0825N4579) Fundamental Plan The Comparative Medicine Branch (CMB) requires an annual service maintenance agreement to provide preventive maintenance, repair services, and parts for an IVIS Spectrum 120V Andor Camera. The fundamental plan shall include: • Unlimited priority telephone technical support • Limited priority on-site repair services (One per contract year; parts, labor, and travel included) • One pre-scheduled on-site Preventative Maintenance visit The anticipated period of performance will be for a twelve (12) month base period starting on 02/01/2018 - 01/31/2019. The applicable North American Industry Classification System (NAICS) code for this acquisition is 811219 "Other Electronic and Precision Equipment Repair and Maintenance" and a size standard of $20,500,000.00. NIEHS will solicit and negotiate directly with PerkinElmer Health Science Inc. and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to shields3@niehs.nih.gov within five (5) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements are received within five (5) days, an award will be made to PerkinElmer Health Science Inc.
