- NOTICE OF INTENT TO AWARD A SOLE SOURCE The US Army National Ground Intelligence Center (NGIC) intends to utilize other than full and open competition procedures to procure software maintenance and support services associated with existing ChemOffice Professional software licenses, currently in use by the agency. The anticipated source for this requirement is PerkinElmer Informatics, Inc. 940 Winter Street - Waltham, MA 02451. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.501(a)(1). The North American Industry Classification System Code (NAICS) for this requirement is 511210 with the size standard of $38.5 million. The Federal Supply Code (FSC) / Product Service Code (PSC) is D319. Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract. This is not a requirement for the procurement of new software, it is specifically for maintenance and support services associated with existing ChemOffice Professional software licenses currently in use by the agency c/o PerkinElmer Informatics, Inc. PerkinElmer Informatics, Inc. does not license any of its source code to third-party vendors. There are no other known sources able to perform due to lack of access to PerkinElmer Intellectual Property. The ChemOffice Professional application provides a comprehensive and integrated set of tools and technologies. This software is a critical piece used daily by agency analysts to understand the chemical compounds at the structural and molecular level. Therefore, the maintenance and support of this software application is essential to its reliable operation. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. Interested parties must show clear and convincing evidence that competition would be advantageous to the Government. Information must be submitted by email (subject line to reference W911W5-18-T-0002) to John Hull at john.r.hull31civ@mail.mil, by 1:00 pm eastern standard time on Wednesday, January 24, 2018. Responses received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete the proposed procurement action, based upon response to this notice, is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. This action is subject to availability of funds, in accordance with FAR 52.232-18.
